Local Highways Initiative

Every year the Parish Council Highways Committee submits an application to Cambridgeshire County Council for a Local Highways Initiative scheme. These schemes are jointly funded by the applicant (The Parish Council) and County Council.

The work completed recently on key footpaths was delivered under this scheme.

This Year’s Submission:

The Highways Committee will shortly be submitting an application to continue the works to improve the village footpath network.

The paths shortlisted for phase 2 include:

  • Greenleas to Clay Street (continuation from phase 1)
  • Narrow Close to Parlour Close
  • Doctors Close to Woodcock Close
  • School Lane leading to New Road
  • New School Road leading to Somerset Road
  • The Dole leading to New Road

A key element to the application is evidence supporting the need to re-surface the paths. If you have any comments or suggestions for these or any other footpaths, please email them to deputy.clerk@hisimp.net before the 29th July.

 

Works Notification – Footpath Resurfacing – Update

The footpath resurfacing is now underway with Saffron Road (New School Road to Saffron Road) and Greenleas now complete. The schedule for the remaining works is below:

  • Kingsway  – programmed Wednesday 11th, Thursday 12th July
  • Pages Close – programmed Friday 13th July, Monday 16th July – Wednesday 18th July

Associated diversion routes can be seen here. Pages Close will be completed in sections allowing access for residents to be maintained at all times,  please be patient as there will likely be some delays whilst the area is made safe.

Unfortunately the Parish Council were not able to influence timings and although this work was originally scheduled for nearer the end of term, the contractors had to reschedule at late notice meaning not all residents could be advised of this impending work. The up-side is Histon and Impington are seeing great improvements to the footpath network.

In addition to the above, Histon & Impington Parish Council will also be installing a number of new cycle racks outside the Post Office and the local Co-Op.

 

Works Notification – Footpath Resurfacing

Cambridgeshire County Council will be closing a number of footpaths in Histon and Impington from 0730 – 1830 from the week commencing 09/07/18, for roughly two weeks. For the duration of the works a local diversion route will be in place for pedestrians and cyclists.

As part of the 17/18 Local Highways Initiative process, Cambridgeshire County Council in conjunction with Histon & Impington Parish Council are making improvements to the following footpaths:

  • Saffron Road
  • Greenleas
  • Kingsway
  • Pages Close

More details of the areas we will be working in and the associated diversion routes can be seen here. Please note the improvements will be place to place along all the footpaths in question, picking up the worst areas and any remaining wherever possible.

In addition to the above, Histon & Impington Parish Council will also be installing a number of new cycle racks outside the Post Office and the local Co-Op.

 

A14 Night Work Activities from 4th June – 4th July

We have received the following details of programmed night work from the A14 Integrated Delivery Team:

There will be two separate gangs employed

Gang no 1 – Earth works operation (This operation is linear operation and will move progressively from start to end point. Central Reserve Milton main line to Histon Junction

Phase 1a: to 9th June 2018

Location: Milton Junction to Kings Hedges under bridge

Phase 1b: 11th June to 12th June

Location: Kings hedges to Guided busway

Phase 1c: 13th June to 19th June

Location: Guided busway to Histon junction

All above operations consist of

  • Excavation of material from central reserve which is deposited at a stock pile
  • Back fill central reserve with capping material and then compacted.
  • Back fill central reserve with sub-base material and compact prior to surfacing material being placed.

1 x Excavator in the stockpile area at Kings Hedges

Mitigation measures

  • Switching off Engine whilst plant not in use
  • Avoid dropping excavated material from height

Central Reserve Histon to Girton

Saw cutting and Earthwork Linear Operation moving west from Histon to Girton

Where possible to mitigate the noise generated by the floor saws. Temporary moveable acoustic barrier will be put in place to combat the noise generated by the floor saw during the cutting operation.

Phase 2a:  31stMay

Saw cutting existing edge of carriageway to central reserve

Phase 2b: 4th June to 4th July

Earth work operation

  • Excavation of material from Central reserve which is deposited at a stock pile
  • Back fill central reserve with capping material and then compacted.
  • Back fill central reserve with sub-base material and compact prior to surfacing material being placed.

DLOA Operations (Repairs to existing surfacing)

This is where we are repairing the existing carriage way by removing the defective section and replacing it with good material.

This operation is located throughout the section from Milton to Histon.

Current planned work is w/c 4th June on westbound on slip at junction 32.

Other works will be dependent any necessary repairs and will be advised if and when required.

Histon Road Consultation Launch

 

The Greater Cambridge Partnership has today, launched the consultation on proposals to improve Histon Road.

The consultation runs from Monday 21 May to Monday 2 July 2018. Brochures will be distributed throughout the Histon Road area including the villages of Histon & Impington, and the consultation is being widely advertised with the use of bus stops, flyers, posters and press releases to the local media. This also includes a social media campaign via Facebook and Twitter.

Information about what is being proposed, both the need for the scheme and benefits, as well as further information and how to have your say can be found on our website at: www.greatercambridge.org.uk/HistonRoadConsultation.

To compliment the online survey, paper surveys are also available within the brochures being distributed.

A range of local exhibitions are planned where members of the public will be able to discuss the scheme with technical offers. The arranged events are listed below:

A14 Forthcoming Works

The following details have just been received from the A14 Delivery Team:

Monday 9 April: We will be undertaking vegetation clearance in Highways land at the nosing of the eastbound on slip at junction 32 (Histon)

Tuesday 10 – Friday 13 April: Vegetation clearance at various locations at junction 33 (Milton)

Also on Friday 13 we will also be a undertaking a walk-over survey/setting out operation in preparation for surfacing works.

This is not part of the upgrade works but essential carriageway maintenance, these are scheduled to commence on Monday 16 April. On the eastbound this work will be between Histon and junction 34 (Fen Ditton). On the westbound we will be working from east of junction 34 to Girton junction.

A14 meeting

Thanks again to everyone who attended the meeting last night before the Parish Council meeting and to those who stayed on for the meeting itself.

I promised a post to which you can add comments. This is that post.

I also promised to set up another, longer, meeting with the Highways England and A14 people. I have asked them to propose suitable times and hope that we can set something up soon for an event within the next couple of weeks.

The key issues coming out of the meeting include:

  • noise barriers
    • by Lone Tree Avenue/bottom end of Cambridge Road. It will be 4m high and 100m longer than at present. Is this sufficient?
    • in the north east quadrant to ‘replace’ the lost trees. Holiday Inn and Coppice residents are already noticing a difference.
    • the reflective barrier along the front of Orchard Park. This needs to be replaced.
    • do trees really function as noise barriers?
  • the balancing pond at the back of Lone Tree Avenue
  • wildlife relocation from the north east quadrant;
  • tree planting scheme
  • slip roads
    • how many slip roads up from the A14?
    • how many slip roads down to the A14
    • how much extra land is being taken between the A14 and the lake to accommodate the extra lanes?
  • mitigation during construction
    • how long will it take? how many nights? when?
    • what can be done to mitigate the noise at houses affected
  • cycling: will all current cycle routes be maintained/improved?
  • rat running: how can/will it be minimised?
  • air quality: what are the predictions of future air quality? how does it compare with present day levels

That’s a quick summary and I may have missed some out. Please let me know.

Please add your comments/questions below. Please preface them with ‘noise barriers’, ‘slip roads’, ‘construction noise’, ‘trees’, ‘air quality’ or some other subject heading to aid sorting in future.

A14: what’s going on?

People are shocked at the extent of clearance work now taking place on both sides of the B1049 as it approaches the A14. It seems to be more than was expected and makes us worry again about noise barriers, pollution and restoring the lost vegetation.

County Councillor David Jenkins has been in contact with Highways England and has arranged for its senior project manager and the ‘stakeholder manager’ from the contractor to come along and to address the Parish Council. They will be along earlier to engage in an informal Q&A session with residents before the meeting at 6.45pm.

The parish council meeting itself starts at 7.30. It is a meeting held in public and following the presentation by the guests there will be an opportunity for residents to ask questions more formally.

 

A14 Open Session with Highways England

Representatives from Highways England will be attending an Open Session before Full Council on Monday 19th March at the Recreation Ground Centre from 6:45 – 7.30pm.

They will be on hand to answer questions you have relating to the A14 project. If you are unable to attend but have a query you would like raised, please email deputy.clerk@hisimp.net in order that your point can be passed to Highways England.
