Public Engagement on Region’s Transport Future Set to Launch

We have received the following from Cambridgeshire & Peterborough Combined Authority:

People in Cambridgeshire and Peterborough are being encouraged to have their say on the region’s transport future. The Combined Authority is refreshing the Local Transport and Connectivity Plan (LTCP) – the strategy for making transport in the region better.

An initial public engagement on the developing Local Transport and Connectivity Plan will begin on Monday, November 1, lasting for four weeks and closing on November 28. The feedback will influence and feed into the next phase of engagement – a formal six-week public consultation, currently planned for January. The Combined Authority Board approved the launch of the engagement at its meeting on October 27th.

More green space for the community

The Parish Council has agreed a ‘tenancy at will’ with the County Council for the Infants School playing field in New School Road. It is intended by both parties that this will translate into a long term lease of the land.

This is good news because it makes available a little more green open space to the community. The rights of existing users will be protected.

It is expected that the field will be open for use from 0800 until dusk and subject to a limited number of common sense rules. Ball games will be allowed.

At the moment the field is just that, a field. The Parish Council has no plans to ‘develop’ it but will monitor its use and listen to any good ideas which come along.

Note that the field is a Protected Village Amenity Area in South Cambs Local Plan and a Local Green Space in the Neighbourhood Plan. Anything that the Parish Council does will reflect these designations

 

Annual General Meeting of Histon & Impington Parish Council

Histon & Impington Parish Council held its Annual General Meeting on Tuesday 4th May, draft minutes from the meeting can be read here.

Noting the change of legislation to remote meetings for Local Government,  no formal meetings of Council will be held on Zoom. Delegations have been approved for Officers working with Committee Chairs to ensure approved projects can continue. Committees will meet in an informal workshop format on Zoom until it is safe to meet in person. The next meeting of Full Council is scheduled 21st June which will be held in person and will review the delegations and establish a safe way of meeting. The venue for this meeting is yet to be confirmed.

Items of note:

  • Re-election of Chair, Denis Payne and Vice Chair, Yvonne Murray – congratulations!
  • Welcome back to Cedric Foster – co-opted  during the meeting. Cedric joined the Highways and Employment Committees and continues his role as Highways Liaison Officer
  • Agreement to a 12 month extension for the footpath in the Play Area linking to the Junior School. A review of usage and the impact to the Play Area and the Village Green will be undertaken during the next 12 months.   • Council expressed continued support to ensure acquisition of Long Meadow and Croft Close open space
  • Last meeting with County Councillor David Jenkins who is not standing for re-election. Members thanked David for his support and work in the villages over the last 16 years

 

Waterbeach to Cambridge Consultation Now Live!

The Greater Cambridge Partnership consultation for the Waterbeach to Cambridge Better Public Transport and Active Travel project is now live. The consultation runs until 14th December 2020.

Pavement Parking – Have Your Say!

The Parish Council Highways Committee will be finalising their response at the next Highways Committee meeting on Monday 9th November 2020.

 

 

Road Works and Footpath Installation Cottenham Road

Work starts on the road changes and footpath installation in the area around Buxhall Farm School on Monday 14th September.  Work is expected to last until November.

As part of this work, they will need to remove more of the hedgerow near the Greenleas estate than was originally intended as a safety audit recommended that the width of the path be increased. The new school’s project team is working with the Parish Council and Cambridgeshire County Council’s Tree & Landscape Project Officer and Local Highways Officer to re-provide some form of hedgerow closer to the boundaries where the planting, of necessity, will need to be completely removed.

The land on the estate side of the existing hedgerow does not belong to Highways so any work undertaken here will be need to be in consultation with the owner and, at present, it is unknown who this is. The Local Authority is working with Greenleas Estate Management Ltd to trace them, with a view to replacing those sections of hedgerow that have had to be removed to accommodate the new path.

 

One-Way Traffic Experimental Order – Bell Hill, Histon

We have received notification from Cambridgeshire County Council work is planned to take place between 0800 and 1700 on Friday 11th September, ( road marking is weather dependent).

Residents who usually park on Bell Hill, please can you park elsewhere during the day between 0800 and 1700 on the 11th September to enable the road markings to be completed as quickly and safely as possible.

The road markings at both junctions will be completed under traffic management, so there may be some disruption for drivers trying to get in/out of the junctions at either end, and through traffic. The signs will be installed at the same time.

Once completed Bell Hill will be one way from Church Street, and no entry from Park Lane.

Road Closure – Impington Lane

Please see below update from Cambridge Water:

A new housing development is currently under construction off Impington Lane, Impington and as part of our obligation to provide water to residents of this development, it will be necessary to carry out two new water mains connections.

Where?

Two new connections will be added at the junction of Merrington Place with Impington Lane and at the entrance to the Hill construction site adjacent to 51 Impington Lane.

When?

We are carrying out the work during the school holidays to prevent any additional inconvenience. The work will start on Saturday 29 August 2020 and will take up to five days to complete.

Will traffic be affected?

In order to carry out these necessary works safely, we will need to close Impington Lane to traffic from the junction of Merrington Place to the junction of New Road. Access to frontages will be maintained and a suitable diversion will be in place with local signage.

Clerkin Civils need to undertake two foul water drainage connections for the development so, to minimise disruption, we have arranged to work at the same time so that the road will only need to be closed once.

Top Tips & Useful Guidance from SCDC

We have received the following information from South Cambridgeshire District Council:

The weather is warm and lots of people will be enjoying being outdoors and starting to see a few more people (in a socially distanced way) – click here to read some handy top tips from Public Health England to help yourself and your residents ‘beat the heat’.

You will be aware that the Government has announced a number of significant changes during the past week or so. From 4 July, many more businesses are to reopen and other restrictions eased – you can read FAQs about what you can and can’t do from 4 July here. From 6 July, updated guidance for people who have been shielding will come into effect – please see more below about this.

Despite this sense that more people will be returning to more of their normal activities, there is still a huge amount of support our communities need at this time, and the work of community groups will continue to be vitally important. We simply could not have supported people in the way we have without your efforts, and I want to thank you once again: thank you.

Shielding to be relaxed from 6 July

You will know that guidance for shielding people is to be relaxed from 6 July. From that date, anyone shielding will be able to spend more time outdoors, meeting up to six other people. Social distancing will not be needed with other members of their own household and people shielding who live alone can join a support bubble with another household. They can also be in each other’s homes.

From 1 August, people will be advised that they no longer need to shield. This group will then be able to visit shops or other public places, and return to work if they can’t work from home. However, they still need to follow social distancing. Government food parcels will also end, on 31 July, but supermarkets will continue priority online slots beyond that date. It might be helpful to be aware of Age UK’s shopping service for people aged 65+ or vulnerable people who need help to get their weekly groceries.

Letters will begin to go out to people shielding from the virus over the next few days and information will also be included in food parcels. The Government will also retain a list in case there is a need for shielding to be reintroduced in the future.

SCDC Food Hub

We have been running an emergency out of hours hub to fulfil residents’ emergency food/baby supplies requirements. We have reduced the hours the hub is open, so the team will now be checking for messages between 9am and 5pm, 7 days a week. We were operating until 8pm each day but demand over the last few weeks has dropped considerably. We will continue to monitor demand for the service and consider whether weekends are needed in a few more weeks.

Positive Difference Fund

The first half of Anglian Water’s £1 million Positive Difference Fund is available now to provide emergency funds for community organisations supporting people who are isolated, considered high risk and in need of practical support during the Coronavirus pandemic.

Eligible organisations will be able to apply through their local Community Foundation branch for grants from between £1,000 and £5,000. Organisations like food banks, outreach programmes and those helping the most vulnerable can ask for support to help those shielding or suffering from financial hardship, homelessness, loneliness and isolation. Anglian Water also offers support to customers through Extra Care Support, a service which helps customers to manage payments and debt through a range of tariffs and payment arrangements.

Psychological first aid

Staff and volunteers at the forefront of the national Coronavirus response across England are now able to access a new Psychological First Aid training course. The course has been developed by Public Health England and will be available to frontline workers and volunteers dealing with the public during the Coronavirus pandemic. It will enable responders to develop their skills and confidence in providing key psychological support to people affected by Coronavirus, including on issues such as job worries, bereavement or isolation as they carry out their vital work as part of the ongoing coronavirus response.

It will also help to develop understanding of how emergencies like the Coronavirus pandemic can affect us all, how to recognise people who may be at increased risk of distress, and how to offer practical and emotional support. You can sign up for the course here.

Booking system for HRCs extended

Cambridgeshire County Council has announced that all visitors to Milton and Thriplow Household Recycling Centres will need to book a slot to access the sites from next week. This is in addition to a booking system for all sites that was recently introduced for vans and trailers requiring e-permits. From Monday (29 June) you will only be able to visit the HRCs if you have pre-booked a slot. The booking system opened on 23 June. Please visit the County Council’s website for further information.
