Guided Busway Works

We have received the following from the County Council:

Further works need to be carried out to repair defects between Histon and Orchard Park on the Guided Busway.  The nature of the works will require a full closure of The Busway between these points from midnight on Friday 30th September until 05.00 on Monday 3rd October.  The Histon stop towards Cambridge will be closed on these dates and times and closure signs will be placed at this stop.   The alternative stop will be on Cambridge Road (outside Anglia Fireplaces).  The maintenance track will also be closed and diversion signs will be in operation. .

Diversions

The B service will run down Cambridge road, into Histon road and pick up at the bus stop after King Hedges Road.  The same in reverse but using the normal Histon northbound Busway stop.

The A service will run down Cambridge road into Histon road and then back onto the Busway in Kings Hedges Road where it will pick up at Orchard park west and east, then CRC and the Science park.  The same in reverse.   All Orchard Park stops will have notices placed on them informing passengers of the diversions.  As the buses will be going in the opposite direction to normal for this service the stops are in effect reversed (southbound becomes northbound and vice versa).  Posters will inform passengers which stop they require to be at depending on which direction they wish to go.

The C service will follow same route as the A above.

September Full Council

Full Council was held on Monday 19th September, with no members of the public attending.  For draft minutes look here.   Items of note:

City Deal Consultation

We are working on a response to the consultation, which has a deadline date of 10th October.  Through the consultation, people’s views are being sought on a planned package of measures to tackle peak-time congestion in Cambridge which, it is claimed, will significantly improve public transport, cycling and walking journeys.
Feedback will be used by the Greater Cambridge City Deal to help shape and improve the approach.

Residents can complete the consultation themselves, or alternatively may prefer to provide early input to the Parish Council for use in compiling their own response.  Go on-line:   http://www.gccitydeal.co.uk/congestion

Neighbourhood Plan

Council heard that an encouraging start has been made on numbers of returned surveys, both postal and on-line.   300 responses had been received within the first week.  A survey form has been delivered to every household and further copies are available from the Parish Office or some of the shops.  It is also available on-line at www.enventure.co.uk/ourhi

Please encourage other members of your family and your friends and other contacts in the community to participate –  Tell us what you think about how our community should develop in the future!  A good survey needs a good response and we want to aim for numbers well into 4 figures

Section 106 Monies for public open space and community facility space

The Council is to sign an indemnity for a total of £24,335.14 following development in Impington.  Section 106 payments are not now payable for this sort of development in South Cambs pending the introduction of CIL (Community Infrastructure Levy) but this payment will be added to existing funds held and must be used for this purpose alone within 10 years of receipt, or returned to the developer.  Funding of this type is important if the community is to find ways to increase its open space provision

The next meeting is Monday 17th October.   All will be welcome.

Arbury Road Cycleway Scheme – Extension to Road Closure

We have received the following project update from Cambridgeshire County Council:

Unfortunately, due to a set of unforeseen circumstances surrounding additional works required by Anglian Water in providing a positive drainage system to the new works outside the school it has been necessary to extend the Road Closure by another two weeks.

The contractor, John Henry Group, has worked tirelessly in an effort to ensure the works were completed on time but on Friday 26th August  a decision was made that even with their best endeavours, due to the above, an extension in time would now be required.

The Head at St Laurence school has been notified and arrangements will be made to ensure staff are able to access the school car park during the normal working day.

From Monday 5th September safe pedestrian access will be maintained for parents and children via Kings Hedges Road and from St.Albans Road. Parents arriving by car are advised to follow the diversion routes already in place and have been asked not attempt to use the school car park for drop off and collection.  Parents will be notified of this via Parent Mail.

Cambridgeshire County Council apologise for the inconvenience this will cause but are working extremely hard with the contractor to ensure this disruption is kept to an absolute minimum. It is hoped that not all of the second week will be required.

Local Highways Projects 2017

With Cambridgeshire County Council now accepting 2017/18 Local Highways Improvement (LHI) Initiative applications, the Parish Council Highways Committee are looking for ideas from the community.

Examples of recent LHI’s in our village include:

  • Improvements to kerbing and splay at The Green
  • Marked bus stop Winders Lane
  • Build out of kerb to provide extra pavement width and safe crossing point at Home Close junction
  • Improvements to layout of bus stop on High Street (not yet completed)
  • Improvements to Baptist Church junction, Station Road (plans being finalised)

If you have any suggestions (however wacky) please email them to admin@hisimp.net by 15st September.

Do You Know The Difference Between Driving At 20Mph And 30Mph?

We have received the following information from eCops which might of interest:

Stopping distances, consequences of hitting a child and fuel consumption are a few things covered in this week’s quiz to test your knowledge of the difference between driving at 20mph and 30mph.

The quiz, the second of its kind, has been created as part of a month-long THINK! speed campaign educating motorists of the consequences of speeding.

We are encouraging motorists to take part in the short quiz to test your knowledge of the difference between driving at 20mph and 30mph. The quiz can be found here: https://www.qzzr.com/c/quiz/248588/know-the-difference-cambridgeshire

If you kill someone while speeding, you will have to live with the long-term emotional consequences. Remember that speed limits are there for a reason.

Motorists are also encouraged to take the following advice:

  • Make sure you leave plenty of time for your journey, taking into account traffic
  • Watch out for changes in the speed limit
  • Drive to suit the conditions and the layout of the road
  • Don’t let peer pressure encourage you to break the law
  • Don’t assume it’s safe to break the speed limit because there is less traffic.
  • Don’t be tempted to put your foot down because the road ahead appears clear

Top Tips from The Royal Society for the Prevention of Accidents (RoSPA)

  • Check your speedometer regularly
  • Know the limits – look for signs
  • Assume lamp posts mean 30mph
  • Speed limits are a maximum
  • 20’s plenty when kids are about
  • Slow down when entering villages

Give yourself time

Devolution for Cambridgeshire and Peterborough – Time is running out for consultation responses

Time is running out to get views heard about a devolution deal for our area.  Devolution is when certain power, responsibilities and funding are transferred down from Central Government to a local region.

This could mean that more important decisions are decided by a local combined authority rather than being imposed by Government as well as new funding. This would include decisions on things like housing, transport and major infrastructure projects.

An initial proposal was a deal covering Cambridgeshire, Peterborough, Norfolk and Suffolk but this was replaced by separate proposals, including one for Cambridgeshire and Peterborough only.  At the end of June 2016, Cambridgeshire County Council, alongside Cambridgeshire and Peterborough City councils and the Greater Cambridge Greater Peterborough Local Enterprise Partnership, agreed to put these proposals out to public consultation.

Histon & Impington Parish Council has prepared a response to that consultation – click here to view the current draft. This response is being considered at Full Council on Monday 15th August 2016. If you have any views or comments please email them to clerk@hisimp.net. Alternatively you can respond to consultation via the survey.

The consultation will only run until Tuesday 23 August 2016.

For more information visit the consultation website: http://www.cambridgeshire.gov.uk/devolution

Highways Committee News – Have Your Say!

The Highways Committee are looking to increase the number of cycle stands around the villages with the view of making cycling a more convenient way of getting around.

We would like to hear your views on possible locations, it does not have to be the obvious places either. For example you may cycle somewhere on the outskirts of the village to go for a walk and would like somewhere to lock your bike up.

If you have any suggestions please email them to admin@hisimp.net by 31st August.

Work at The Green

The Parish Council has taken on the task of cleaning the white fence and bridge at The Green, owned by the County Council.  This follows many comments made to Councillors about the dirt and algae becoming problematic.   Volunteers are being sought from the community to form a working party to paint them, with the County Council agreeing to fund the materials for this work.  If you are interested in taking part, please contact the office on 01223 235906 or email clerk@hisimp.net

Local Company Admiral Kleencare Limited have pressure washed the fence and bridge ready for any painting work and already the area looks more pleasant as befitting our lovely Village Green.  Whilst in the village, the company has also dealt with some rather offensive graffiti at the Crossing Keeper’s Hut in New Road and problems in a few other areas owned by the Parish Council, and cleaned up some of the grubby village name signs at the entrances to the villages
