City Deal: Tackling peak-time congestion in Cambridge

We have received the following information from the Greater Cambridge City Deal Team:

From Monday 11 July until Monday 10 October, the County Council will be talking and listening to communities, businesses and members of the public to find their views on their eight-point package of measures to tackle congestion.

The package includes:

  • Better bus services and expanded use of Park & Ride
  • Better pedestrian and cycling infrastructure
  • Improved public space and air quality
  • Peak-time Congestion Control Points (PCCPs)
  • A Workplace Parking Levy
  • On-street parking controls
  • Smart technology
  • Travel planning

These proposals aim to transform people’s ability to travel into, out of and around Cambridge by providing more efficient, safe and reliable capacity for travel, without the need to get in a car.

Information will be available online at www.gccitydeal.co.uk/congestion, and at community hubs and employment locations across Cambridge, South Cambridge and beyond. A series of events and exhibitions will be held in July, September and October where people can find out more information and speak to members of the project team.

Arbury Road Temporary Closure

The Cambs County Council Cycling Projects Team has informed us about the full road closure that will be in place on Arbury Road between St Catherine’s Road and St Albans Road for the whole of the school summer holidays (25 July – 2 Sept).

 

The road closure will allow the bulk of the Phase 1 works for the Arbury Road cycleway scheme to be finished in the summer holidays. It will mean contractors won’t have to work restricted hours and they won’t be working in the section outside the school, possibly causing issues for staff, parents and children, when the school opens again in September.

 

A letterdrop in the Arbury/King’s Hedges/Orchard Park area will be carried out next week. They will also be contacting local schools, community centres, businesses etc. Road signs will go up shortly and a press release will also be issued.

 

High Street Histon, Bus Stop Changes

Cambridgeshire County Council is running a small informal consultation on changes to the bus stop and two on-road parking spaces on the High Street Histon, outside of the Barley Mow. The proposal is to swap the position of the parking spaces and bus stop to make it easier for buses to pull into the kerb. Please see the attached plan for further details.

This is an outstanding scheme from the Parish Councils 2015/16 Local Highways Initiative bid, delayed to allow the delivery of footway and parking layby improvements to other areas of the High Street and The Green.

Double Yellow lines on New Road finally arrive

The County Council have now put in place the double yellow lines along one side of New Road.

This was funded by a scheme focused on keeping buses moving through the village and was consulted on last year; due consideration was taken of comments received including some objections. A similar scheme on Cambridge Road has not proceeded.

The lines are along the side of the road which is very rarely used for parking, and in that sense merely forces ‘normality’; however there have been regular problems during specific events in the area where both buses have been unable to get through and which would prevent emergency access to the events themselves.

Double yellow lines also apply to the pavement and verge behind them.

Parking is a contentious issue in many parts of the villages and residents near IVC report being having their drives blocked on occasions. The Parish Council’s Highways Committee is developing a parking strategy and policy. This would encourage parking with consideration and not on pavements – which causes problems for more vulnerable road users – including pedestrians, pushchairs and mobility scooters.

 

Highways Committee April 2016

The last Highways Committee of this Council met on Thursday 21st, with a number of residents attending to discuss parking on the entrance to Narrow Lane.

Ruth Moulder, a current Parish Councillor but also of the village Sustainability Group also spoke to outline plans for a car-sharing scheme focused on the villages; the idea being to match commuters with a common starting and ending point. The Committee were supportive of the idea and look forward to seeing plans progress – watch for articles here and in the newsletter.

Sadly despite the Parish Council presenting a strong case to the County Council for funding a project to improve the area around the Baptist Church, including many comments from concerned residents. Ways to progress a Proof of Concept project are being investigated.

The committee discussed the design of a questionnaire for consulting the community on a 20mph speed limit project (20iMPHis). The aim is to include the questionnaire in the next newsletter.

Finally, some time ago the Parish Council secured funding for two projects on the B1049, the first at the approach to the A14 roundabout and the second at the crucial junction on The Green. Early stage drawings have been under development and the Committee wished for further County officer advice and discussion; proposals will be published in due course.

 

Library Event

Histon Library has an event coming up on Thursday 28th April from 7pm. The Friends of the Library have sent the following information:

An evening with local crime writer Alison Bruce. It promises to be an interesting evening.  Alison Bruce sets her crime novels in Cambridge and they’re a fascinating read for those of us who know the city’s less famous sites such as Mill Road Cemetery, Castle Hill and, of course, Parkside, Alison is an entertaining speaker and the Library Friends’ Group will be providing refreshments and diversions to make it a great evening out.

We hope to see some of you at the event, supporting our local library.

 

Balfour Beatty Works Update

We have received the following from Balfour Beatty:

Balfour Beatty will soon be working on Cambridge Northern Bypass, Cambridge. Please click here to view a copy of the relevant plans(s).

We are due to start work in this area w/c 25th April 2016 for a maximum of 20 days. This is a traffic route, traffic management will be arranged to ensure work can be carried out as effectively and safely as possible between the hours of 09:30 and 15:30.
