Histon Road Consultation Launch

 

The Greater Cambridge Partnership has today, launched the consultation on proposals to improve Histon Road.

The consultation runs from Monday 21 May to Monday 2 July 2018. Brochures will be distributed throughout the Histon Road area including the villages of Histon & Impington, and the consultation is being widely advertised with the use of bus stops, flyers, posters and press releases to the local media. This also includes a social media campaign via Facebook and Twitter.

Information about what is being proposed, both the need for the scheme and benefits, as well as further information and how to have your say can be found on our website at: www.greatercambridge.org.uk/HistonRoadConsultation.

To compliment the online survey, paper surveys are also available within the brochures being distributed.

A range of local exhibitions are planned where members of the public will be able to discuss the scheme with technical offers. The arranged events are listed below:

Dangerous Trees

We have been informed by the landowner that those who use the bridleway from Park Lane Histon to Oakington across Meadow Farm should take care as the farmers have recently been informed in an arboricultural report that the trees are diseased and dangerous.

They advise walkers, usually with their dogs, should avoid walking under or near the trees and perhaps keep to the legal bridleway, in the interests of their safety. People could be seriously hurt by falling branches. The trees need to be felled and roots removed.

There is a tree preservation order on the trees and they are seeking a written “tree works order” from South Cambridgeshire District Council.

 

Upcoming A14 Works

Tuesday 8th May- Friday 11th May

Daytime – Work on trial holes in the vicinity of Cambridge Road and alongside the mainline of the A14 between junctions 31 (Girton) – 32 (Histon) (eastbound)

Nights – Installation of traffic management barriers, and saw cutting of the carriageway.

Kier maintenance have booked a lane closure of the southbound B1049 at its junction with the A14 junction 32 (Histon). This is not A14 project work, but  is for trial holes. This is connected with the recent water leak on the A14 bridge abutment

The following road closures are in place:

Tuesday 8 May to Wednesday 9 May (two nights)

*         A14 westbound between junction 36 (Nine Mile Hill) and A428 Madingley

Tuesday 8 May (one night)

*         A14 eastbound between junction 32 (Histon) and junction 34 (Fen Ditton)

Wednesday 9 May to Thursday 10 May (two nights)

*         A428 eastbound at Madingley to eastbound A14 junction 33 (Milton)

Thursday 10 May (one night)

*         M11 northbound junction 14 (Newmarket A14)

Friday 10 May

*         A428 eastbound at Madingley to eastbound A14 junction 34 (Fen Ditton)

Works will be planned to complete activities which are closest to residents and/or noisier at the least sensitive times.

* During installation of traffic management, we will use temporary acoustic barriers next to the work.

* Tipping locations chosen taking into account distances to receptors, haulage routes and screening effects.

* Some activities will only be taking place over limited periods of the programme as works progress linearly east to west (and vice versa).

* All plant and equipment to be used on site will be modern and well maintained.

* Equipment, including vehicles, will be shut down when not in use.

* Vehicles shall not wait or idle on the public highway, at adjacent access points with their engines running.

* The team shall, as far as reasonably practicable, ensure that the noise from reversing alarms is controlled and limited through either use of a banksman or through use of white noise reversing alarms.

* All materials shall be handled, stored and used in a manner that minimises noise. This will include ensuring the efficient handling of materials to avoid  unnecessary double handling and to ensure drop heights are minimised.

* Shouting and raised voices will be kept to a minimum and no foul/offensive language shall to be used.

* Noise monitoring will be undertaken throughout the duration of the works.

* We will liaise with sensitive receptors, prior to performing particularly noisy activities. As a minimum, residents within a distance of 100m from the works will be notified.

* Site personnel to be briefed on best practicable means and locations of nearest sensitive receptors

 

 

March Full Council

Full Council was held on Monday 19 March, with 15 members of the public present for the Public Participation raising issues regarding the Guided Busway service, HGV lorry parking in Cambridge Road/Lone Tree Avenue area, Darwin Green development south of the A14 and recent A14 works.  For draft minutes look here.   Items of note:

A14

Bob Pettipher and Mike Evans from Highways England addressed the meeting, having answered questions in a prior open session attended by 88 residents.  Bob Pettipher was happy to receive emails with queries and questions and would compile a contact list for future communications.  Email bob.pettipher@thea14.com

Planters in the High Street

Members agreed to a request from the ”High Street & Beyond” team to fund 3 more planters in the High Street area and arrange for maintenance.

The next scheduled meeting of Full Council will be held on Monday 21st May, being the Annual General  Meeting  at the Recreation Community Room, New Road, Impington.  Refreshments are available from 7 p.m.  Although this will largely be a procedural meeting for the newly elected Council, ALL ARE WELCOME!

 

Elections Loom

Anyone considering standing for the Parish Council at the May elections only has until Friday 6th April 4 p.m. to get a nomination form completed and delivered to South Cambs District Council offices in Cambourne.

Nomination forms can be collected at the parish office until Friday morning.

Now is the time to:

  • Get involved
  • Have a say about local issues you care about
  • Influence local serviced delivery
  • Decide how local money is spent – the budget for this year is set at some £400,000

If more residents come forward than places on the Council, there will be an election on Thursday 3rd May for the 11 places in Histon and 8 places in Impington

 

Finance Consultation

You may have been one of the residents who responded to our recent questionnaire, either on line or by hard copy. We were looking for guidance on provision of services in Histon and Impington as we make decisions on future improvements for all. The Consultation closed 4 September and the Council has produced a document showing the results which will now be going to the Finance, Legal & Administration Committee for detailed discussion.

News and Information from South Cambridgeshire District Council

Paper caddy recycling changes from 11 December

From 11 December, residents will no longer need to use paper caddies as part of their recycling routines. Instead, used paper should be placed directly into blue wheelie bins. It will still be recycled. Residents can keep their caddy following the change, and use it however they wish. Alternatively, the caddies can be recycled if taken to a household waste recycling centre. They should not be placed in wheelie bins. The decision to withdraw the paper caddy service was taken at South Cambridgeshire District Council’s Cabinet meeting in September. The decision will save taxpayers money and simplify the recycling process for residents.

Because of this upcoming change, the District Council will not be delivering any new paper caddies. If they are lost or stolen before 11 December, residents can begin putting paper in their blue bin.

South Cambridgeshire Community Awards open 2 October

Nominate the people and organisations making an outstanding contribution in your village for a Community Award. Online nominations open Monday 2 October 2017 and close Friday 19 January 2018. The awards celebrate the massive contribution made by volunteers to our communities and will be presented at a celebration evening in the Chamber at South Cambridgeshire Hall, Cambourne on Thursday 8 March 2018

Working with Young People Event

Save the date – following last year’s successful event, we are again holding a Working with Young People networking and information event at Milton Country Park Visitor’s Centre. South Cambs Community Chest Grant

An additional £30,000 of funding has been made available via the Community Chest Grant Scheme to help voluntary and community groups, charities and parish councils wishing to improve the quality of life for residents in South Cambridgeshire. Applicants can apply for up to £1,000 for a variety of projects:

  • Improvements to Community Facilities (i.e. Village Halls/Pavilions/Play Area etc)
  • Repairs to Historic Buildings/Monuments/Memorials
  • The Tree and Hedge Planting Scheme
  • Equipment/Capital Purchase
  • Materials
  • Start-up costs (May include training of staff/volunteers, hall hire and other revenue costs)

Planning Committee Tuesday 27th June

The Parish Council’s Planning Committee have a packed agenda (10 applications) to consider at Tuesdays meeting, including some larger applications for the Station Road Yard site, The Boot Public House and Darwin Green.  The meeting will be held in the Recreation Centre, New Road and starts at 7.30 p.m.  All Council meetings are held in public and there will be an opportunity for members of the public to make an input.

As with all planning applications, write to South Cambridgeshire District Council who are the Planning Authority with your comments, whether in support of or opposing an application.

SCDC are undertaking a listening and engagement exercise exploring the things that we love about our communities, what makes them great places to live in and looking at what we should preserve and enhance whilst the district is changing.  Over the next two month we will be holding informal conversations with residents in some of our villages, gathering views via an online Comments Form and also encouraging people to send in photos or videos that show what is important to them.  The information gathered will help councillors and officers to draw up a plan for the next five years.  Contact:  Richard May on Richard.may@scambs.gov.uk or 01954 713366

Election Hustings 6 June 2017

We have been advised that a Hustings will take place for the coming elections at 7.30pm on Tuesday 6th June at Histon Baptist Church, Station Road, Histon, organised by Pastor Ron Day.

 

Local candidates will take part in what should be lively debate and the meeting will be chaired by Rob Campbell (Executive Head at IVC).
