Youngman Avenue – Youngman Close

Following a meeting with the Parish Council we have received news from the County Council Highways Department:

As part of the Transport Delivery Plan, Youngman Avenue & Youngman Close is due for carriageway refurbishment. These works are programmed for the 5th May 2015 and will last approximately 1 week. Works will take place between 07:30 and 17:30 however, no major works will take place until after the rush hour periods.

Measures will be in place to allow the safe movement of all road users and pedestrians.

For reference I have attached a location plan highlighting the areas the works will take place in.

First meeting of the Friends of Histon Library

There will be a first meeting of the new Friends of Histon Library and an opportunity to meet the author Adele Geras at Histon Library on World Book Night, Thursday April 23rd at 7.30 pm.

Admission is free and there will be light refreshments.

Busway maintenance

County Council Guided Bus people have advised:

‘Over the last few weeks the bus operators have notified the Busway team of a number of beams requiring attention along the busway.  These have now been assessed by our contractors and  Skanska will be undertaking maintenance works as follows:

Friday 10th April Midnight to Monday 13th April 05:00 hrs  Histon.  Guideway closed between Station Road Histon and Orchard Park spur.  Maintenance track will also be closed in this section.  Advance closure signs will be installed in the area early next week to provide warning to cyclists and pedestrians. Route diversions will be in place for buses.

Friday 17th April Midnight to Monday 20th April 05:00 Trumpington.  Guideway closed between Trumpington and Addenbrookes spur. Foster Road stops will be closed with advance signage on the shelters.  Route diversion will be in place for buses.

There will also be minor work undertaken between St.Ives and Swavesey and Oakington one night between Wenesday 15th April and Friday 17th April but these works will be undertaken during engineering hours and will not therefore involve any diversions.  Maintenance tracks will be closed for some of these works and Skanska have been told to put advance warning signs in areas for cyclists and pedestrians.’

 

Histon library secure

The good news is that the lease has been renewed for Histon library. The new lease is for 10 years with a 5 year rent review. That’s great news. And as far as I know there is no bad news.

The Friends of Histon Library group has now been set up and is starting to develop ideas.

 

Road Surface Works Planned – Roselea and Homefield Close, Impington

We have received this copy letter to residents from Cambs County Council, as below:

“I am writing to advise you that a scheme to Micro Asphalt treat the road surface is currently programmed to commence on Monday 30th March 2015 and is anticipated to last for one day.

In order to carry out these works safely and efficiently, it will be necessary to close each road for the duration of the work. Access will be maintained to properties and premises within the closure area, but delays will be likely. Our contractor onsite will be available to assist where possible.

In order to enable the contractor to complete this work with the minimum of disruption, I would ask you to refrain from parking on the road while the treatment is taking place.

Micro Asphalt surface treatment is a weather dependent process, and any delays in the program of works are likely to cause changes to the program dates at very short notice. In order to assist with this, the contractor will carry out their own letter drop shortly before the commencement of works.

I would like to apologise for any disruption that this necessary work may cause, and thank you in advance for your co-operation in this matter.

Full Council 16 March 2015

The monthly meeting will be held on Monday 16 March at the Recreation Ground Centre, with refreshments available from 7pm. The meeting will commence at 7.30pm and we have an interesting presentation planned at the start of the meeting from Margaret Roberts who is a Dementia Friend and hopes to become a Dementia Champion for Histon and Impington. Parish Council’s summary statement to A14 Cambridge to Huntingdon Improvement Scheme

Histon & Impington Parish Council is submitting the following as a summary of its concerns to the Planning Inspectorate to register as an interested party.

The statement is as follows:

Histon & Impington Parish Council wish to make the following statement to summarise our concerns on the A14 Cambridge to Huntingdon Improvement Scheme:

Scheme Design

  1. The scheme is designed for off-peak levels of traffic, including our own junction. We already have a scheme like that and are spending £1.5Bn to rectify it.
  1. Scheme ends abruptly at Milton Interchange, leaving a flawed topology (3 lanes to 2 AND having an off slip – re A10-M25 junction until fixed). Scheme should be extended eg 200m

  1. Restricted access onto A14 Southbound at Oakington could force more traffic on to B1049 exacerbating peak-congestion at the Histon Interchange

Air Quality

  1. PM2.5s are not properly addressedand are considered more hazardous to health then PM10s and NOxs

  1. Lack of baseline air quality data for PM10s and PM2.5s in existing Air Quality Management Area, especially on north side of Carriageway

Noise

  1. Lack of baseline noise data in all conditions (weather and traffic) andat multiple residential sites around Histon and Impington

  1. Absolute noise levels are already too high (European Union and World Health Organisation standards)

  1. WHO standards were adopted by The Inspectorate at the Public Inquiry into the Guided Busway, and therefore (by case-law) will be regarded as minimum standard for the A14

  1. Noise barriersmust be absorptive not reflective – developer installed reflective at Orchard Park and exacerbated problems in Histon and Impington

  1. Sound-reducing surface and be properly maintained as such especially in open landscape between Girton and Milton.

  1. Earth bunds and vegetation cover required to reduce visual, light and sound pollution & intrusion as well as providing pollutant absorption given the correct choice of species

Drainage

  1. Water runoff from the carriageway between Histon and Girton with any pollutants ending up in Award Drain 164 which runs to The Green at Histon

Speed Limit

  1. Slower speeds at the Girton-Interchange would allow safer merging on an overly-complex junction with dangerously high speed differentials – a 50 or 60mph limit through Impington would also increase the capacity and throughput of the road, reduce fuel consumption, noise and pollution. eg the M1 near Sheffield, the A34 past Oxford, the A3 by Guildford and at the A1 Black Cat Roundabout approach and at Elkesley and proposed for the M3

Histon-Milton

  1. Effect of Assymetric widening on residents with line-of-sight to the A14

  1. Viability and stability of earthworks for Assymetric widening by lake

  1. Viability of well-used maintenance footpath between embankment foot and Chivers Lake

Guided Busway

  1. Lighting issues under bridge at Orchard Park.

Construction

  1. Construction traffic must be kept off the B1049 and road network as a whole during peak hours

Non-Motorised Users (NMU)

  1. Opening the Woodhouse (or NIAB) Accomodation Bridge would match what is proposed along most of the rest of the scheme

Proposed Water Main Renewal – Milton Road, Impington

We have received the following information:

Cambridge Water Company are planning to renew the old water main in Milton Road.

Work is due to begin in March and is likely to take 5 weeks to complete. Their partnering contractor, Integrated Water Services, will undertake the works on behalf of Cambridge Water. You may already be aware of trial holes being taken along the route to determine a feasible line for the main.

A trenchless technique called horizontal directional drilling will be used for this scheme. This technique is less disruptive, more efficient and economic than traditional techniques such as an open cut trench along the entire length of the scheme, whereas with directional drilling strategic excavations are taken along the route to insert and retrieve the drilling apparatus. This technique is obviously dependant upon a number of factors and it may be necessary on some sections, to revert to an open cut trench.

Minimum disturbance for water supply customers and inconvenience for road users is the Water Company’s aim throughout the renewal works; however it is inevitable that some disruption will result. Any interruptions to supply will be kept to a minimum, and householders will receive advance notice in writing of the date, time and duration of any planned interruption

Details of proposed work at St Andrew’s Centre

You may have seen signs up warning of works at the School Hill and Windmill Hill junction, outside the new St Andrew’s Centre.

Letters are about to go out to residents describing the proposed works, but the warning signs have beaten us to it.

The changes have the aims of:

– improving facilities for pedestrians moving around the area, including crossing to and from the bus stop on the island

– slow traffic turning on to Park Lane from School Hill

– improve the safety for cyclists in the area

– provide defined parking for the centre, including for holders of Blue Badges

As can be seen from the diagram, the focus of the scheme is outside StAC.

Friends of Histon Library

It’s proposed to establish a Friends of Histon Library group. This group will:

• contribute to plans for development of the library within the community;
• promote the Library with social events;
• provide a forum for views about the library to be expressed; and
• raise funds for the library

A first meeting to explore options will take place on Tuesday, 24 Feb 15, at 7.30pm at the library.

The meeting is open to everybody especially those who use the library and those who have an interest in its future.
