Neighbourhood Plan Consultation launched

Residents and Councillors have been working on the Neighbourhood Plan for the last 3 years, and it has now reached an important milestone.

The “Pre-Submission Consultation” (also known as the Regulation 14 Consultation) has just been launched, and runs from today, October 1st, to November 16th.

Once through this stage, and after reviewing (and taking on board where appropriate) comments received, the plan will go for formal inspection and then a vote by you, the community, on whether to accept it.

So this is your final chance to have a say on the plan. Read more, and see the plan itself, and have your say at the Neighbourhood Plan website

Neighbourhood Watch and our sponsor Co-op Insurance has just launched a nationwide search to find and celebrate some of the best and most considerate neighbours of 2018!

Histon & Impington Dementia Support Worker

With the increasing prevalence of those living with dementia and memory loss in our village community, it has been decided to establish a new part time role of a Village Dementia Support Worker. The worker will work specifically to improve the quality of the lives of those living with dementia and memory loss in Histon and Impington  as well as those of their carers and families

The key objectives of the Village Dementia Support worker role are to:

  • Support and improve the lives of people with memory loss and dementia, and those of their carers  and families.
  • Influence change and to promote a compassionate neighbourhood response and encourage socially inclusive communities, for people with memory loss and dementia, their carers and families across Histon and Impington.
  •  Support those affected  to maintain their social contact and help  increase these  within their local community as needed.

The worker will be employed by Histon & Impington Community also known as HICOM  which is  a village welfare charity formed in 1998 which has three main areas of activity;

  • The provision and operation of Histon and Impington Community’s minibus since 1998
  • Engagement and employment of the Village Older Persons Co-ordinator and assistant to support the needs of older village residents – this initiative was established in 2011
  • Increasing awareness and understanding  of mental health wellbeing in the community

As the person appointed to the role will have a chance to develop the future shape and direction of this support worker role it provides a wonderful opportunity to support the local community and influence local services.

Histon & Impington Archaeology Group Event

 

Monday 30th April – 7.30pm at Histon Baptist Church

The Fenland Floods of 1947 – by Mike Petty

During many decades of writing about and researching our local history, Mike has been able to speak to many people with first-hand recollections of the 1947 floods and has many of the official photographs taken at the time. He will give us an unrivalled and virtually first-hand account of the events of that disastrous period, with the personal stories of some of the people caught up in it.

Mike Petty has been the most widely acknowledged authority on Cambridge and the fenland for nearly 50 years. He has published numerous books, pamphlets & articles, and had a daily ‘Looking Back’ column and weekly ‘Memories’ page in the Cambridge News for 30 years. As former Librarian of the Cambridgeshire Collection he has unique knowledge of Cambridgeshire and its history and is President of Cambridgeshire Association for Local History

 

Pat Fleet seat

The seat on the Pat Fleet memorial site is damaged but it has not been possible to find out who is responsible for its upkeep.

As it is a health and safety issue, the Parish Council has decided it will make the seat safe with a temporary repair, but without prejudice to future maintenance.

Unfortunately we find it is impossible to weld the damaged part but local contractor Site & Maintenance (John Pollard & Son) have advised they will carry out a temporary repair free of charge, in acknowledgement of the well-loved Miss Fleet, midwife in Histon & Impington until her tragic death in 1989

A14 meeting

Thanks again to everyone who attended the meeting last night before the Parish Council meeting and to those who stayed on for the meeting itself.

I promised a post to which you can add comments. This is that post.

I also promised to set up another, longer, meeting with the Highways England and A14 people. I have asked them to propose suitable times and hope that we can set something up soon for an event within the next couple of weeks.

The key issues coming out of the meeting include:

  • noise barriers
    • by Lone Tree Avenue/bottom end of Cambridge Road. It will be 4m high and 100m longer than at present. Is this sufficient?
    • in the north east quadrant to ‘replace’ the lost trees. Holiday Inn and Coppice residents are already noticing a difference.
    • the reflective barrier along the front of Orchard Park. This needs to be replaced.
    • do trees really function as noise barriers?
  • the balancing pond at the back of Lone Tree Avenue
  • wildlife relocation from the north east quadrant;
  • tree planting scheme
  • slip roads
    • how many slip roads up from the A14?
    • how many slip roads down to the A14
    • how much extra land is being taken between the A14 and the lake to accommodate the extra lanes?
  • mitigation during construction
    • how long will it take? how many nights? when?
    • what can be done to mitigate the noise at houses affected
  • cycling: will all current cycle routes be maintained/improved?
  • rat running: how can/will it be minimised?
  • air quality: what are the predictions of future air quality? how does it compare with present day levels

That’s a quick summary and I may have missed some out. Please let me know.

Please add your comments/questions below. Please preface them with ‘noise barriers’, ‘slip roads’, ‘construction noise’, ‘trees’, ‘air quality’ or some other subject heading to aid sorting in future.

Supermarket, shops and library site at School Hill/High Street Histon

The Parish Council has recently been briefed by the new owner of the site and can advise that:

  • The green space currently there will be kept and will be improved
  • There is a desire to improve the look of the area
  • It is planned for retail and library provision to be retained on the site
  • There will be no significant extension of the footprint
  • The intention is for 2 floors of residential development above the retail
  • The initial proposals we have seen are largely compliant with the emerging Neighbourhood Plan for Histon & Impington
  • Parking provision will be carefully considered

Environment Committee meeting January 2018

The Council’s Environment Committee met on 30 January with a wide ranging agenda to consider.  Draft minutes can be seen here

Highlights of the meeting include:

  • New signs for The Green are on order to discourage feeding the ducks with bread
  • The Committee heard about imminent plans to select an artist from applicants for Public Art schemes in the villages
  • The local Sustainability Group updated the Council on a few dates for upcoming events in the village:
  • Saturday 24th February 10:30am, St Andrews Centre, Sustainability Brunch.  A chance to discuss the film Demain and existing and potential sustainability ideas in the village. Bring food to share, drinks provided.

Sustainable H&I Social.   The first of regular (4-6 weekly) gatherings to discuss ideas, make friends and evolve projects to improve our environmental well-being and more. Just turn up, please bring a drink and some nibbles. All welcome

  • Dan Mace, a representative from HICOP (Community Orchard) attended and gave a Histon & Impington Community Orchard Project update on a very enjoyable Wassail, with singing and toasting of the trees.  The orchard looked magical, lit by candlelight and a brazier.

On Sunday 4th March, there’ll be a pruning workshop – a chance for people to practice and learn how to prune fruit trees.  Meet at the Orchard 10a.m.

  • Please bring your own secateurs
  • Pruning will be under Phil Scott’s guidance.  Phil is a real expert on orchard craft and is a mine of information.
  • There will be a shared lunch at the St Audrey’s Centre.  Bring something to share.
  • In the afternoon we’ll be pruning the trees at Impington Village College – if you have a pruning saw or loppers these would be useful as these trees are much bigger!
  • The cost is £10.

HICOP will also be holding a grafting workshop in the Spring, at which people can learn to create new apple trees using traditional orchard skills.  Participants can keep the tree they graft to grow on in their garden.
