January Full Council

Full Council was held on Monday 16th January, when 17 members of the public attended.  For draft minutes look here.   Items of note:

Future of Schooling

Lesley Birch, Histon & Impington Junior School Executive Principal, addressed the meeting with a summary of proposals going before the County Council’s Children’s Committee for decision on future provision of primary schooling in Histon & Impington.  A motion to support these proposals was withdrawn and, instead, the County Cllrs for the villages were asked to express the Parish Council’s support in principle for the proposals, to report on concerns expressed about the provision, and ask for the Parish Council to be involved in any detailed development and implementation going forward.

(at the Children’s Committee meeting itself an amendment to the County Council’s motion requiring it to engage with the Parish Council during the detailed planning and implementation of its proposal was agreed).

Public Art schemes – Quacky Races

The organisers of the very successful event held in September 2016 presented to the Council on proposals for management of the Section 106 Public Art funding received from recent development at Villa Road.  These plans include further Quacky Races events and would aim to deliver a permanent cultural legacy to the villages.  Details will be discussed with the Public Art Working Party and a fully developed proposal brought back to Full Council

Council Tax News

The Council reviewed budgets and spending reports and agreed to request a precept of £318,351 from South Cambs District Council which represents an increase of 4.48%. This gives a Band D rate of £97.18 per annum, an increase of £4.16 (8p per week for a Band D household, and similarly being £2.77 a year/5p per week for Band A; and £8.32 a year/16p per week for Band H)

The Council undertook to carry out work in the first half of the new financial year to produce a “Priorities and Aims” policy to assist budgeting processes going forward

Council will be making important decisions on budgets and the Precept request from Council Tax payments for 2017-18

We are also expecting to hear from the Head of Histon & Impington Junior School on the future pattern of primary school provision in Histon and Impington ahead of consideration to a resolution by County Council at a meeting the following day

The organisers of the successful “Quacky Races” last summer are also attending to request funding sources for further events

All residents are welcome to attend our meetings, which are held on the third Monday monthly at the Recreation Community Room

 

A day in the life of our Youth Worker…

Wow, what an exciting day of youth work!

We had 10 new members at Youth Club on Monday. The Community Room was a hive of activity – pool; table tennis; hama beads; bacon/cheese wheels being baked; connect 4; football on the muga; activity on the gym equipment – I love seeing young people having fun with friends!

Then, the Generation Game project kicked off at 6pm. 14 amazing young people came along. They’ve all got to know each other; started their portfolios; enjoyed hot chocolate and doughnuts – and started collating information about the older people they know.

Having checked my work phone and email since – I can list 10 young people who have signed up for the Level One Youth Work Course. If you’re interested, hurry up and book your place!

So, to summarise, I love my job! The young people around here are awesome – well done to the parents who have done their job well. It’s a pleasure to offer projects and opportunities to enhance their skills and knowledge!

Impington Village College Celebrates GCSE Results

We have received the following from Impington Village College:

Impington Village College is celebrating its best-ever GCSE results by a significant margin (9%), securing over 80% for the first time. In total, 81% of students achieved 5 A*- C grades including Maths and English, and 34% of all grades achieved were A and A*. There were a number of notable successes with one in five students achieving 10 or more A/A* grades and two students securing 13 A* grades. These excellent outcomes represent the culmination of two years’ hard work by staff and students alike.

Principal Ryan Kelsall said, “ These GCSE results are truly outstanding and eclipse any previous achievements at Impington Village College. These fantastic outcomes reflect not only the talent, ability and, above all, efforts of our students and staff but are also the result of a number of years of dedication, hard work and commitment.”

The results come at the end of a very successful academic year for the College which saw it achieve a very strong Ofsted in March, superb IB results in July and strong A Levels last week. Robert Campbell, Executive Principal, said “We are in the process of becoming a Multi-Academy Trust (MAT) and these outcomes confirm our very strong position and the opportunity we will have to develop new provision and work in collaboration and partnership with other schools in Cambridgeshire.”

Primary school places consultation

The County Council believes that extra primary school capacity is needed for Histon & Impington. It has identified four options to address this need and is running a consultation to gather the views of the community. It has made it clear that it is interested in other options which might be identified. Note that at this stage this is not a consultation about where any new capacity might be provided although for some options it is implicit.

Double Yellow lines on New Road finally arrive

The County Council have now put in place the double yellow lines along one side of New Road.

This was funded by a scheme focused on keeping buses moving through the village and was consulted on last year; due consideration was taken of comments received including some objections. A similar scheme on Cambridge Road has not proceeded.

The lines are along the side of the road which is very rarely used for parking, and in that sense merely forces ‘normality’; however there have been regular problems during specific events in the area where both buses have been unable to get through and which would prevent emergency access to the events themselves.

Double yellow lines also apply to the pavement and verge behind them.

Parking is a contentious issue in many parts of the villages and residents near IVC report being having their drives blocked on occasions. The Parish Council’s Highways Committee is developing a parking strategy and policy. This would encourage parking with consideration and not on pavements – which causes problems for more vulnerable road users – including pedestrians, pushchairs and mobility scooters.

 

Changes to the Citi8 Service from January

Stagecoach have announced that from January Citi8 buses will terminate at the ‘John Lewis stop’ (Emmanuel Street) and will not go on to the Railway Station or Addenbrookes. Return journeys will start from the Drummer Street Bus Station.

This is of major concern to The Parish Council due to its effect on the elderly, the less mobile, and patients alongside commuters and pupils travelling into the numerous schools in Cambridge. The Parish Council alongside Cottenham Parish Council and one of our County Councillors went to lobby Stagecoach on their decision.

Buses are deregulated so the County Council has no powers to intervene. It is purely a commercial decision by Stagecoach who cited congestion between the City Centre and the Station as eroding their ability to run a reliable, punctual service.

To access the Railway Station or Addenbrookes you will either need to use Busway Service ‘A’, or change in the Centre. Many other services will take you there including the Citi7 which used to link up – but we were given the tip of using the 13 towards Haverhill for emptier buses 😉 (but please check it suits your journey). Unless you only have a ‘Single’ it will be covered by your ticket.
