September Full Council

Full Council was held on Monday 19th September, with no members of the public attending.  For draft minutes look here.   Items of note:

City Deal Consultation

We are working on a response to the consultation, which has a deadline date of 10th October.  Through the consultation, people’s views are being sought on a planned package of measures to tackle peak-time congestion in Cambridge which, it is claimed, will significantly improve public transport, cycling and walking journeys.
Feedback will be used by the Greater Cambridge City Deal to help shape and improve the approach.

Residents can complete the consultation themselves, or alternatively may prefer to provide early input to the Parish Council for use in compiling their own response.  Go on-line:   http://www.gccitydeal.co.uk/congestion

Neighbourhood Plan

Council heard that an encouraging start has been made on numbers of returned surveys, both postal and on-line.   300 responses had been received within the first week.  A survey form has been delivered to every household and further copies are available from the Parish Office or some of the shops.  It is also available on-line at www.enventure.co.uk/ourhi

Please encourage other members of your family and your friends and other contacts in the community to participate –  Tell us what you think about how our community should develop in the future!  A good survey needs a good response and we want to aim for numbers well into 4 figures

Section 106 Monies for public open space and community facility space

The Council is to sign an indemnity for a total of £24,335.14 following development in Impington.  Section 106 payments are not now payable for this sort of development in South Cambs pending the introduction of CIL (Community Infrastructure Levy) but this payment will be added to existing funds held and must be used for this purpose alone within 10 years of receipt, or returned to the developer.  Funding of this type is important if the community is to find ways to increase its open space provision

The next meeting is Monday 17th October.   All will be welcome.

The Council will meet on Monday with a busy agenda including:

  1. An update on the Milton Road, Impington proposals for public open space and housing
  2. A progress report on the Neighbourhood Plan, and
  3. Feedback we received at our staff at the Feast Market last weekend.

June Full Council

Full Council was held on Monday 20th June, when several interesting issues came up:

Older Person’s Co-Ordinator Jean Newman presented on her amazing work in the community, and introduced new Assistant Paul Seekings.

Jean has been in post for 5 years and activities introduced for older people have gone from strength to strength.  She now runs a singing group, chair based activities classes, a stroke survivors group and Yai Chi classes at the community room at the Recreation Ground.  Looking ahead Jean is involved in an exciting new project “The Generation Game” including work to help younger people become Dementia Friends, helping them to understand a little about this terrible condition – this may help them with older people and perhaps even grandparents.  Other work involving younger people has included supporting the Duke of Edinburgh scheme, with 2 students so far becoming involved – one with visits to Etheldred House to help write letters and to read with a resident, and the other visiting Brackenbury Manor to help with IT support for those wishing to shop on line, use Skype and Facetime.

She is also looking at expanding the Minibus service to offer regular pick ups for those on the outlaying roads to visit the village centre and meet with friends, shop etc.  A further aim is to expand Day Centre provision in Histon and Impington to give carers a break.

There was news on the Apprentice Role with the Parish Council.  Adam Backshall has now moved on and we are delighted that he has secured a post in Horticulture following his year long apprenticeship in Histon & Impington.  A new apprentice, Alex Hale, will start working with the Parish Council grounds team in July.  Look out for him out and about!

Members were able to sign off the documentation for Audit 2015-16 which have now been submitted to the External Auditor.  As always, documents covering the financial year will be available for inspection at the parish office, ay reasonable notice, until early August

Council confirmed it fully encourages and supports the extended use of Homefield Park for events and facilities for the community. The Environment Committee has been requested to define terms and conditions of use

Members received an update on the national situation regarding the devolution of powers from County / District level to Town & Parish Councils. They agreed a series of actions regarding the devolution plans for Cambridgeshire to seek assurances regarding communications and consultation and to look for opportunities to improve community services

The next meeting is Monday 18th July 2016.  All will be welcome

The Parish Council has a break from meetings during August, expect for Planning Committee which will continue to meet fortnightly

 

Potential Community Development on Milton Road, Impington

Histon & Impington Parish Council is excited by the potential of a mixed use housing and public open space development on the edge of the community along Milton Road. At a special meeting earlier this month the Council considered an outline idea from Flagship Homes which would deliver a mix of affordable and market value housing and make land available for the development of a community park.

For several years Histon & Impington Parish Council has looked for additional public open space to make up the shortfall in the community’s provision and to meet the growing demand for leisure and sports use.

It is also acutely aware of the shortage of affordable housing within the community with over one hundred on South Cambridgeshire District Council’s waiting list and a perceived but unquantified demand for affordable housing in general.

This Milton Road opportunity has arisen through the commitment of a local family which wishes to provide a lasting permanent community legacy. It is making an 18 acre site available for community open space use and affordable housing specifically for local people.

Flagship Homes, a local  housing association, is promoting the development and is keen to work with Histon & Impington Parish Council and the landowners to deliver land for a community park and a residential site including affordable and market housing. The market housing would finance the affordable housing and the provision of freehold land for the Parish Council to develop as community space.

Andy Slaymaker, Strategic Land Manager at Flagship Homes said: ‘We are delighted to be a part of this exciting project. Flagship Homes focuses on enabling people to live happy, healthy and contented lives and this coincidence of housing and open space does just that.’

The site is in the Green Belt but South Cambridgeshire District Council has a policy that allows the building on such sites, which would not normally gain planning permission, provided that there is an element of affordable housing provision.

Neil Davies who chairs the Parish Council’s Recreation Committee said: ‘This is an exciting opportunity. The Parish Council alone cannot afford to purchase land on the village boundary because of the long term hope value of development use. This could provide some affordable housing that our community needs and a community park which hopefully will include building provision for children and young people’s organisations and clubs’.

As a part of its support for the development Histon & Impington Parish Council will initiate a participative planning process with the local community including a project weekend in October which will provide the basis for the proposed use of the site and subsequent planning application.  There will be a public meeting on Thursday 30th June at 6.45 pm at Histon Junior School.

The Parish Council will also be carrying out a Housing Needs Survey to assess the affordable housing requirement specific to the needs of local people.

David Jenkins, chair of the Parish Council said: ‘This project could do so much to support the people of our community. It will provide more opportunities for all ages to be active and that means a healthier community and a better quality of life for its residents.’

May Full Council – The Annual General Meeting

This year’s AGM was held on Monday 16th May, following the Annual Parish Meetings for each parish

The first item on the agenda was to elect a Chairman for the coming year, along with a Vice Chairman

David Jenkins was re-elected as Chairman but made it clear he would not be standing again next year.  One of our newer Councillors, Andy Butcher was elected as Vice Chairman and the Council wish him well in this post

Council were pleased to confirm a £4,500 grant for the works on the community facilities at The Methodist Church, which brings the Council’s contribution to £5,000 in total

We also heard of the plans to offer a Groundsman apprenticeship to a young person wanting to get into horticulture and sports ground maintenance, for the second year.  It is hoped the new apprentice will take up the post in July

The next scheduled Full Council meeting is due Monday 20th June when, among other things, the Older Person’s Co-Ordinator in Histon and Impington plans to talk about her work in the villages

 

Council Talk …

The Council met for the last time on 18 April, as from 9 May a brand new Council will be in place for the next 2 years

Members were able to say goodbye to three retiring Councillors and wish them well:

Hooda Abdullah has been on the Council for 17 years, having served on Impington Parish Council prior to the grouping of the 2 Parish Councils.  It was noted she could always be relied on to ask difficult questions when most needed!   Her excellent contribution to youth matters during that time was noted and Council are pleased she wishes to remain involved with their youth work for the coming year.

Derek Marston has been on Council for coming up to 7 years and his sterling work as Chair to the Environment Committee was of particular note

Ruth Moulder has been with the Council since shortly after the grouping and has focussed on Sustainability issues, as convener of the Sustainability Working Party.  She too is happy to remain involved with that Working Party.

The next Parish Council meeting is the AGM which will follow the Annual Parish Meetings of Histon and Impington parishes on Monday 16th May.  The AGM itself  is likely to start around 8.30 p.m.

Rob Campbell, Executive Principal of Impington Academy Trust will speak at the Parish Meetings on recent development at IVC which will most certainly be interesting to any resident of Histon and Impington.  The APMs will be run concurrently and start at 7pm at the Histon & Impington Recreation Ground Committee Room.  For agenda see here

Highways Committee April 2016

The last Highways Committee of this Council met on Thursday 21st, with a number of residents attending to discuss parking on the entrance to Narrow Lane.

Ruth Moulder, a current Parish Councillor but also of the village Sustainability Group also spoke to outline plans for a car-sharing scheme focused on the villages; the idea being to match commuters with a common starting and ending point. The Committee were supportive of the idea and look forward to seeing plans progress – watch for articles here and in the newsletter.

Sadly despite the Parish Council presenting a strong case to the County Council for funding a project to improve the area around the Baptist Church, including many comments from concerned residents. Ways to progress a Proof of Concept project are being investigated.

The committee discussed the design of a questionnaire for consulting the community on a 20mph speed limit project (20iMPHis). The aim is to include the questionnaire in the next newsletter.

Finally, some time ago the Parish Council secured funding for two projects on the B1049, the first at the approach to the A14 roundabout and the second at the crucial junction on The Green. Early stage drawings have been under development and the Committee wished for further County officer advice and discussion; proposals will be published in due course.

 

Environment Committee News

A meeting of the Environment Committee took place on 5 April, see minutes here

Items of special note include:

  • The review of the uses of Homefield Park continues, with input both positive and negative received from residents. Lessons are there to be learned and the Council will be asked to consider and discuss the concept of increased use of our open spaces in order to set policy going forward
  • Having purchased the BT kiosk in Milton Road for £1, the Committee are looking at renovation options and the Public Art Working Party reported on proposals to display acrylic images of local scenes or history
  • Members of the Community Allotment at Gatehouse Road site spoke of their excellent progress with their allotment plot and plans for the future. Look out for news on this website of both their plans and those of the Sustainability Working Party in the coming months

 

Council Elections

Although we are due for Parish Council elections this year, it will be a non-contested election on 5 May as exactly the number of available seats have received nominations – 8 for Impington and 11 for Histon. The current membership will retire the fourth day after the election day, and the new Council is elected on that same day

We already had a vacancy on Council, and are saying goodbye to 3 of our current Councillors and welcoming 4 new members

Election of the Parish Council Chairman and election to various Committees will be on the Annual General Meeting agenda for 16 May 2016. In the meantime the current Chairman and Vice Chairman will remain in post

Make The Difference!

You may have seen the article in the March edition of the HISIMP News about becoming a Parish Councillor for Histon & Impington

19 seats will need to be filled at the Elections due 5 May this year

Why not apply to join the Parish Council and see what difference you can make! On the lead up to the year 2020 it is expected we will see a lot of changes in the work of all Parish Councils, especially in the wake of increasing devolution of services from higher authorities who are being forced to make cuts. A good variety of backgrounds, skills and knowledge will be essential if we are to get it right!

Nomination forms must be delivered by hand to South Cambs District Council offices at Cambourne by 4pm on Thursday 7th April.
