Alan Eade

The Parish Council was saddened to hear that Alan Eade, Parish Councillor for 25 years until he stepped down in 2012, has passed away.

Alan was well known in the village, a founder member of the Village Society in 1979 and being involved in many local renovation projects – including the pump on The Green, the School Hill “Jubilee” seat, the Histon Giant’s grave and most recently the agricultural pump renovation at the Recreation Ground.

He had a passionate interest in village planning and the preservation of the best of our surrounding environment.

Many will have seen examples of Alan’s marvellous artist skills.  For examples, take a look at the Network Book cover showing his interpretations of many local scenes in Histon and Impington.

Alan had just reached the milestone age of 90 and, indeed, was able to enjoy a celebration with family and friends only the weekend before he passed away.

The Council joins in sending heartfelt condolences to his widow Inger and his family at this very sad time.  He has left a true legacy to us all.

The Full Council meeting will be held on Monday 19th November when Rob Campbell, CEO Morris Educational Trust will be updating the meeting on developments at the Impington Village College site, including the main project, The Cavendish School.

Neighbourhood Plan

The Council agreed to support the Neighbourhood Plan Group in taking the plan forward and embarking on the “regulation 14 consultation” starting on the 1st October, for 6 weeks

Council Maintenance Vehicle

After several months without a vehicle due to electrical issues, the Council has purchased a second, petrol, version for use by its staff out and about in the villages.   Substantial savings can be made where the Parish Council is able to carry out its own maintenance and repair jobs and these 3 wheel vehicles are ideal for accessing all the Council’s various pockets of land and areas such as overgrown passageways.

The next scheduled meeting of Full Council will be held on Monday 15th October at the Recreation Community Room, New Road, Impington.  Refreshments are available from 7 p.m.

We are hoping to be joined by the Mental Wellbeing worker who will update us on her work in the villages

Environment Committee Meeting May 2018

The Council’s Environment Committee met on 29 May with a largely procedural agenda at the start of the new 4 year life of Council.  Draft minutes can be seen here

Highlights of the meeting include:

Chair and Deputy Chair

The Committee was delighted that new Councillor Marcus Romer accepted the challenge of taking on the Chairmanship for 2018 – 19.   Councillor Pene Nudds was elected as Deputy Chair and looked forward to working with Marcus in bringing him up to speed with the wide ranging remit and plans of the Committee.

Management Plan

Members reviewed a working document produced following a series of workshops in the first half of 2018.  The plan was adopted and work will now commence on costing the projects and management plans in order to form a 5 year plan to take them forward.  The Committee has plans to share some of these ideas with residents at the Feast Market on 7 July

Parish Council Audit Requirements

The Parish Council is transparent and open about it’s business representing the community. One component of that is an obligation to make our accounts (as part of the audit process) open to inspection. Any person interested has the right to inspect and make copies of the accounts to be audited and all books, deeds, contracts, bills, vouchers and receipts relating to them.

Inspection period: 4th June – 13th July

March Full Council

Full Council was held on Monday 19 March, with 15 members of the public present for the Public Participation raising issues regarding the Guided Busway service, HGV lorry parking in Cambridge Road/Lone Tree Avenue area, Darwin Green development south of the A14 and recent A14 works.  For draft minutes look here.   Items of note:

Bob Pettipher and Mike Evans from Highways England addressed the meeting, having answered questions in a prior open session attended by 88 residents.  Bob Pettipher was happy to receive emails with queries and questions and would compile a contact list for future communications.  Email bob.pettipher@thea14.com

Planters in the High Street

Members agreed to a request from the ”High Street & Beyond” team to fund 3 more planters in the High Street area and arrange for maintenance.

The next scheduled meeting of Full Council will be held on Monday 21st May, being the Annual General  Meeting  at the Recreation Community Room, New Road, Impington.  Refreshments are available from 7 p.m.  Although this will largely be a procedural meeting for the newly elected Council, ALL ARE WELCOME!

 

January Full Council

Full Council was held on Monday 15 January, with 2 members of the public present for the Public Participation raising issues regarding the Guided Bus service.  For draft minutes look here.   Items of note:

Precept Request

Council agreed the recommendation from Finance Committee to request the sum of £348,101 from South Cambs District Council for the coming year.  This represents a 9.4% increase, being the sum of 17p per week for a Band D property.

Mental Health Worker role

A HICOM (Histon & Impington Community) representative presented on the up to date position with the role and moves in place to recruit a suitable person for the second Phase of this important area in our community

Neighbourhood Plan Support

Council were pleased to provide the Neighbourhood Plan Group with assurances of support in going forward to the next steps, including submission to SCDC and, eventually, a referendum

Allotments

A number of allotments administered by the Council remain untended.  Anyone wishing to be added to the waiting list please contact the parish office.  These are the 2 sites on Glebe Way and Gatehouse Road

High Street & Beyond Working Party

A new working party has been meeting up and making plans for  facilitating a cross-business forum locally

As a separate project, members of the working party will progress ideas for streetscene improvements

Planter for the Village Centre

One of the ideas coming from the High Street & Beyond work is for planters in the High Street.  To kickstart these proposals, the Parish Council will be installing a planter on The Green for all to enjoy.  This is due to be installed tomorrow Friday 3rd November

Barclays Window

The High Street & Beyond working party have also made an agreement to display artwork from the various schools and children’s groups in the village on a monthly rotating basis in the 2 empty windows of Barclays.   Please feel free to give the staff positive feedback about this!

 

Planning Committee Monday 21st August

The Parish Council’s Planning Committee will be considering the application for the expansion at The Junior School on Monday 21st August.  The meeting will be held in the Recreation Centre, New Road and starts at 7.30 p.m.  All Council meetings are held in public and there will be an opportunity for members of the public to make an input.
