January Full Council – Presentation by Harlaxton

At the next Parish Council meeting (Monday 20th January) there will be a presentation at the start of the meeting by Harlaxton, who are undertaking the infrastructure works to improve the Electric Network infrastructure in the Northstowe area. The Electric works have commenced along the Cambridge Guided Busway.

If you use the path alongside the guideway running to Northstowe this is likely to be of interest!

November Full Council

Full Council was held on Monday 18th November 2019

Items of note:

  • Elected a new Vice Chair, Cllr Yvonne Murray
  • The final vacancy was filled with the co-option of new Councillor Chris Jones. Chris provided everyone with a brief bio and re-introduced himself to members (he was a Councillor before on Histon Parish Council), and was duly accepted.
  • Update from representatives of the successful Eco Fair held 16th November at St Andrews Centre
  • Histon & Impington re-affirmed its position regarding the planning process and governance of Darwin Green
  • Council agreed to go for Gold Standard in the Local Council Award Scheme
  • Agreed to formally name ‘Gatehouse Road’, now with South Cambridgeshire District Council to progress application

The next scheduled meeting of Full Council will be held on Monday 20th January 2020 at the Recreation Community Room, New Road, Impington. Refreshments are available from 7 p.m.

September Full Council

Items of note:

Presentation by HIYEC: A presentation was made to the Councillors by members of “Histon & Impington Youth Eco Council“ (HIYEC) who outlined their ambitions and concerns if no action was taken to address climate change. Some of the topics they covered included:

  • Wildfires and flooding
  • Changes in weather patterns such as heatwaves and flooding
  • Loss of habitat
  • Local awareness
  • Reduce litter and encourage recycling in schools/shop – crisp packet collection points
  • Meetings and participation with HI Action for Tress, Uniformed groups; South Cambridgeshire District Council
  • ‘Be brave, make good decisions for the future’
  • Carbon zero aspirations
  • Creating a safer, clean environment by reducing Carbon Dioxide
  • Planting more trees, bringing back habitat
  • Stamp out climate change for good!

The members of the Council thanked the young people for attending and helping to raise awareness.

New Parish Councillor:  there was a vacancy on the Council and we were able to fill this with the co-option onto the council of Ros Hathorn. Ros provided everyone with a brief bio and introduced herself to the members, and was duly accepted onto the Council.

The next scheduled meeting of Full Council will be held on Monday 21st October at the Recreation Community Room, New Road, Impington.  Refreshments are available from 7 p.m.

Casual Vacancy

A vacancy has arisen on the Parish Council following the resignation of Marcus Romer.

The Parish Council hope to fill this vacancy by co-option at the next meeting on 15th July 2019.  If you would be interested in being considered for this opportunity, please can you write or email by 8th July with your brief reasons for wishing to stand.  If more than one applicant comes forward there would be a vote amongst the existing Council members to fill the position.

Full Council meetings are held the third Monday monthly and there are other Committees and Working Parties you can join if you wish.

Clerk’s Retirement

Angela Young is retiring at the end of June after 25 years in post, and the Council took a few minutes to mark the occasion at her last Full Council meeting.   We are happy to confirm that Chelsea O’Brien who has been Deputy Clerk for some time, will be taking on the Clerk’s role from 1 July.

New Apprentice in the Office

We have a Business Administration apprentice starting at the Parish office at the beginning of July.  Amelia will become involved in as much of the Council’s work as possible during her time with us and should fit in very nicely with the current set up.  Please take time to call in and say hello if you are out and about near the offices on the recreation ground.

A14 Landscaping Group – plans for Tree Planting

The Action Group made a pitch for kick-start funding for a Green Gateway Tree Planting Project at the entrance to the villages.  The idea is to establish 4 acres of new woodland on land following the mass removal of trees along the A14 junction.  The Council were delighted to commit £3,000 to this project and look forward to hearing about its development and new of  further funding sources.  The Council congratulates the group, with this project being led by Dan Mace.

Extra Ordinary Full Council Meeting – Thursday 16th May

An Extra Ordinary Full Council Meeting has been called by the Chairman for Thursday 16th May, 7.30pm at Impington Church Hall. Click here to view the agenda.

The main item on the agenda will be to consider the planning application for Land to the South of Milton Road

Proposal: Outline application for planning permission with all matters other than access reserved, for the development of up to 50 residential dwellings and a Community Park to provide recreation and leisure facilities, including a community building and associated works

March Full Council

Summer Reading Challenge at Histon Library

We were delighted to once again support the reading challenge this summer with a donation of £400, being £200 towards this event and the remainder to help facilitate further support workers for young readers during the year

Feast Road Closure

The Council was also pleased to be able to fund the road closure required for the Feast Festival this year in the sum of £1,231 including VAT.   We all look forward to a great Festival with lots of stalls along the High Street and hope the weather is kind!

Crossing Keeper’s Hut Electricity

The Chairman mentioned in his monthly report how the planned project to install an electricity supply at the Hut in The Copse had been completed.  He thanked all those involved in the successful delivery of this very positive improvement for the area

January Full Council

The first Full Council was held on Monday 21 January, sadly with no residents present.

We took a minute’s silence to remember the life of Alan Eade, formerly of Histon Parish Council for 25 years.

Precept request to South Cambs District Council

Members voted for a 3% rise to the Band D equivalent, resulting in an increase in the Parish element of Council Tax next year of only £3.19 per annum per household.  This modest increase includes some ambitious project delivery as well as some unavoidable administration and governance costs

Donations

Council were happy to be able to provide donations to the Cambridgeshire Shrievalty Trust who run The Bobby Scheme for victims of crime, and also the Cogwheel Trust, a charity working to improve emotional and psychological wellbeing in local people.  The next round of donation requests will be reviewed at the Full Council meetings in June 2018 and January 2019

HICOM

The Dementia Worker, Margaret Reed-Roberts, and Older People’s Co-Ordinator, Paul Seekings, attended the meeting to introduce themselves to Council and talk about their invaluable work in the community.  The pair are employed by HICOM (Histon & Impington Community) together with a Mental Wellbeing Worker who makes up the team.  The roles are funded from several sources, including the Parish Council who this year to date have funded in the sum of £8,000.  Next year the Council has committed to funding of £12,000 for the roles
