E-Cops update – Crackdown Days

We have received the following update via e-cops:

In February we launched a web-site where you could register complaints about parking in your village. As promised we have taken the information that you gave us and have run our first two crackdown days.

​During these days we ring-fenced our PCSOs and deployed them only to the places where you told us parking was a problem.  Before deploying our PCSOs I took a careful review of the information and it was clear to me that a lot of the parking being complained about wasn’t necessarily illegal.  This is due to some confusion about the difference between a Highway Code Rule and the rules established by the Road Traffic Act.  Without getting too technical, there are some rules in the highway code which are ‘should not’ and some that are ‘must not’.  Only the latter can be legally enforced.

However we recognise that this anti-social parking that breaches the highway code was of concern to a lot of you so rather than take no action, I drafted a letter highlighting the rules of the Highway Code that was placed under windscreen wipers of any car we found breaching one of the rules.  We also developed some new ways of utilising the technology at our disposal to target our PCSOs and cut out some of the admin and paperwork normally associated with an operation like this-  all at no extra expense to the public.

​Over the course of the two days we issued a combined ticket/letter total of 200 which I hope you agree is some impressive work.  We are going to be repeating these crackdown days at unannounced intervals throughout the year, striking a balance between dealing with parking concerns and the other very important work that our PCSOs have to do.

Public consultation & meeting on Junior School site work

We have received the following from the Junior School:

“On Tuesday 21st March 2017, a public exhibition of the plans for development of the current Junior School will be held at Histon & Impington Junior School. This event will commence at 3:30pm, and will conclude at 7:30pm.”

February Full Council

Full Council was held on Monday 20 February, when 2 members of the public attended.  For draft minutes look here.   Items of note:

Primary Schooling

A Task & Finish Group has been set up to look initially at the opportunity given for the Parish Council to work with the County Council during the detailed planning and implementation stages for primary schooling

Timebanking

The Timebanking Co-Ordinator for Somersham & Pidley gave an interesting presentation on how the scheme works.

The Parish Council aims to consult with residents at the Feast Festival stall in July re a possible scheme for Histon & Impington

ACV Nominations

We agreed that “Asset of Community Value” nominations be made to South Cambs District Council for the Infant School Site, Infant School playing field and the Early Years Site to afford some protection in planning considerations

Library Donation

We were delighted to award the Library Scheme £200 towards their “Animal Agents” Summer Reading Scheme 2017. This may pay for pay for additional staffing hours to facilitate greater staff engagement with children. …children love to talk about what they have been reading…. or be used to help pay for supporting events and activities such as a craft session, storytime or visit from an author or illustrator

Youth Plans 2017-18

Plans are moving ahead for the Connections Bus Project to take on the provision of Youth services for the villages, part funded by the Parish Council.  Andrea Cowley our Youth Worker will move onto staff at the Connections Bus Service and we look forward to Andrea’s continuing excellent service for our young people.  We are very lucky in Histon & Impington to have this opportunity while so many youth service cuts have been made by the County Council

SCDC Bins

The Parish Council were very disappointed that blue and green bin collections in March was to be so limited following the new arrangements for Friday collections in Histon & Impington. This was clearly at odds with the District Council’s sustainability agenda forcing use of black bins for recyclables

Some Tips for bin use generally:

  • The caddy can be stored in any of the bins to make more room in the blue bin between collections
  • Talk to everyone in the household about what can be recycled and where to put your recycling items
  • Reduce, re-use, recycle!
  • Flatten cardboard boxes to make more room
  • All plastic bottles can be recycled and most metallic items too – even empty aerosols and kitchen foil
  • Ensure bins are out by 6am to avoid missing your collection
  • You can leave a cardboard box or returnable container beside the blue for collection due 10th March

County Council Adult Social Care Cuts

We have written to the County Council expressing disgust that the full 4% increase to cover adult social care services has not been made.  County Council was one of only 4 County Councils not do so, leading to so many cuts in services for our older population

Future of Schooling

Lesley Birch, Histon & Impington Junior School Executive Principal, addressed the meeting with a summary of proposals going before the County Council’s Children’s Committee for decision on future provision of primary schooling in Histon & Impington.  A motion to support these proposals was withdrawn and, instead, the County Cllrs for the villages were asked to express the Parish Council’s support in principle for the proposals, to report on concerns expressed about the provision, and ask for the Parish Council to be involved in any detailed development and implementation going forward.

(at the Children’s Committee meeting itself an amendment to the County Council’s motion requiring it to engage with the Parish Council during the detailed planning and implementation of its proposal was agreed).

Public Art schemes – Quacky Races

The organisers of the very successful event held in September 2016 presented to the Council on proposals for management of the Section 106 Public Art funding received from recent development at Villa Road.  These plans include further Quacky Races events and would aim to deliver a permanent cultural legacy to the villages.  Details will be discussed with the Public Art Working Party and a fully developed proposal brought back to Full Council

Council Tax News

The Council reviewed budgets and spending reports and agreed to request a precept of £318,351 from South Cambs District Council which represents an increase of 4.48%. This gives a Band D rate of £97.18 per annum, an increase of £4.16 (8p per week for a Band D household, and similarly being £2.77 a year/5p per week for Band A; and £8.32 a year/16p per week for Band H)

The Council undertook to carry out work in the first half of the new financial year to produce a “Priorities and Aims” policy to assist budgeting processes going forward

The next meeting is Monday 20th February 2017.   All will be welcome.

 

NEWSFLASH – County Gritting

County Council have just confirmed:

Cambridge City and South Cambridgeshire will have their gritting routes reinstated as of today, Thursday 12 January 2017, rather than Friday 13th January 2017 as previously stated.

Due to forecasts, all gritters will be going out at 16:30 tonight and 03:00 tomorrow along all reinstated primary gritting routes across the county

 

 

Update on County Gritting Routes

Further to our post at the beginning of January, we have just received the following update from County Council:

The City and South Cambridgeshire will have their gritting routes reinstated as of midday this Friday, 13 January 2017.

Therefore, as of Friday all gritting routes will have been reinstated.

January Full Council Meeting

Full Council meet on Monday 16th January after the Christmas and New Year Break. Please see agenda here

Council will be making important decisions on budgets and the Precept request from Council Tax payments for 2017-18

We are also expecting to hear from the Head of Histon & Impington Junior School on the future pattern of primary school provision in Histon and Impington ahead of consideration to a resolution by County Council at a meeting the following day

The organisers of the successful “Quacky Races” last summer are also attending to request funding sources for further events

All residents are welcome to attend our meetings, which are held on the third Monday monthly at the Recreation Community Room

 

County Council Gritting Update

With the recent icy weather, you may have been wondering why the roads have not been gritted in Histon & Impington as often as past years.  The update below received from County Council will assist in answering the question:

“As most of you will be aware, Councillors agreed at Full Council, on Tuesday 13 December, to increase the percentage of roads, cycleways and paths treated from 30% back to 44%, i.e. to reinstate the 2015/16 gritting routes.

Since the decision the Highway Service, in partnership with Skanska, has been working hard to organise this change and below is an update on progress.

We are currently progressing well with increasing driver numbers. As drivers are signed onto the rota they are immediately put through the mandatory winter training and this will continue until we reach the required number of drivers. We have therefore been rolling out the reinstatement of the routes in a phased approach, district by district. The order of the rollout is based solely on the availability and readiness of the drivers to commence the new routes.

We are continuing to recruit and train drivers for the City and South Cambridgeshire. All being well we anticipate that the last two remaining areas will have their gritting routes reinstated within the next couple of weeks.
