Histon Road Now Open!

Histon Road is now fully reopened to traffic!

Stagecoach will be notifying customers about its plans to reintroduce bus services along the length of Histon Road in due course.

The remaining work to finish the project will be managed safely by the combination of temporary traffic lights and the final set of planned overnight closures.

A diversion route via the A14, Milton Road and Victoria Road will be in place for the final set of overnight closures.

 

Casual Vacancy

A vacancy has arisen on the Parish Council following the resignation of Ros Hathorn as a Parish Councillor

The Parish Council hope to fill this vacancy by co-option at the next meeting on 20th Sepetember 2021.  If you would be interested in being considered for this opportunity, please can you write or email by 17th September with your brief reasons for wishing to stand.  If more than one applicant comes forward there would be a vote amongst the existing Council members to fill the position.

Full Council meetings are held the third Monday monthly and there are other Committees and Working Parties you can join if you wish.

A very different Parish Council Full Council meeting

When COVID-19 struck, the government changed legislation so that councils of all sizes could meet virtually. This change ran out on May 7th this year, meaning that in theory all meetings should now be held face to face. As you can imagine, this caused many concerns for councils, which were made known to the Government, but the ruling was not changed and so we have had to find ways to work around it. Primarily, our committees have continued to meet virtually in workshops, planning the year ahead for ratification at meetings when they take place.

The June 21st 2021 Full Council meeting was therefore our first attempt at meeting face to face, and although we had planned to meet outside, the weather was against us, meaning we had to meet in the Community Room at the Recreation Ground. We had undertaken Risk Assessments well in advance of the meeting, the Councillors were given instructions on what precautions they would need to follow which included:  prior testing; using a one way system; washing hands before entering the building; wearing face masks at all times unless talking. Chairs were positioned as far apart as was practical and numbers were to be limited to 22 as a maximum – luckily we were quite well under that number and could spread out more. Doors were open, as were all the windows, with only one table for the Clerk. It all looked very different, with an agenda kept as short as possible, but the main purpose of the meeting which was to approve the paperwork for the annual report was completed, so we are keeping to our normal routines. Our next meeting in July will fall on the same day as the next set of restrictions are to be lifted, so it will be interesting to see how this meeting will be run.

Below are some highlights from the meeting.

– The Council considered and approved the Annual Governance and Accounting return for the financial year 2020-2021. This report is produced annually and submitted to external auditors for review. It looks not only at the financial side of the Parish Council but also the general running and practices of the Council, ensuring we are following all the necessary rules and regulations.  The unaudited version of the report is now available on the website under Transparency.

– At the meeting, the Council agreed for the Chair and Vice Chair to sign indemnities to allow us to receive some Section 106 monies from the development of Hunter’s Close of Impington Lane. This money is allocated to areas such as development of community facilities and public art, and has to be spent within the next 10 years.

– The Council also gave permission for a new storage shed to be built on the Recreation Ground to enable the Cricket Club to store a mobile scoreboard and other equipment.

Big Rec survey

The Parish Council has initiated a survey in order to find out what the community does by way of recreation, how COVID has impacted this and what it anticipates doing in the future. The results will enable it to plan its response and the extent that this will involve other stakeholders. And specifically it will give it an evidence base to underpin its investment plans for the community at large and specifically the Rec.

The survey is particularly timely because of the opportunities presented by the proposed science park development east of the community and by the constructive joint work currently being done with IVC and Histon Football Club. Conversations with other landowners are also anticipated.

Neighbourhood Plan referendum called by South Cambs

South Cambs District Council has just posted the following:

Notice of Referendum

Referendum on the adoption of the Histon & Impington Neighbourhood Plan

1. A referendum will be held on Thursday, 6 May 2021 to decide on the question below:

‘Do you want South Cambridgeshire District Council to use the Neighbourhood Plan for Histon & Impington to help it decide planning applications in the neighbourhood area?’

2. Applications to register to vote must reach the Electoral Registration Officer by 12 midnight on Monday 19 April 2021. Applications can be made online: https://www.gov.uk/register-to-vote.

3. Applications, amendments or cancellations of postal votes and amendments or cancellations of proxy votes must reach the Electoral Registration Officer at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge, CB23 6EA by 5pm on Tuesday, 20th April 2021.

4. New applications to vote by proxy at this referendum must reach the Electoral Registration Officer at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge, CB23 6EA by 5pm on Tuesday, 27th April 2021.

5. Applications to vote by emergency proxy at this referendum on grounds of physical incapacity or for work/service reasons must reach the Electoral Registration Officer at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge, CB23 6EA by 5pm on Thursday, 6th May 2021. The physical incapacity must have occurred after 5pm on Tuesday, 27th April 2021. To apply on the grounds of work/service, the person must have become aware that they cannot go to the polling station in person after 5pm on Tuesday, 27th April 2021.

Council initiates broad study of Community’s recreations needs

This week the Recreation Committee at the Parish Council initiated a broad study of the Community’s recreation needs. It does so at a time when we are emerging from our Covid experience which may have changed our approach to recreation. The Council needs to understand this as it pts together a plan for the provision of recreation facilities, including the Rec, over the medium term.

The study will comprise five stages (see the picture above) and will focus on building a robust evidence base of what the Community has today and how it uses it. It will then build a picture of how recreation is expected to develop before translating that into demand for facilities and specifically the Rec.

Neil Davies, Chair of the Recreation Committtee at the Parish Council says: ‘This is an important exercise and will enable us to invest in the Rec confident that it will respond to what the Community needs. It will also help us as we work with other bodies in the Histon and Impington to bring together more choices for our residents’.
