Your chance to speak on planning applications

We’ve got two planning applications out for comment that could make a real difference to our community.

The first is for the redevelopment of the Station Stores (Kendal Court/Anglia Fireplaces) site in Impington. This was originally registered in September, and objections were recorded from the community and a range of statutory consultees. The developers have responded by making a number of small changes, and by rejecting a number of the objections.

The Parish Council will be objecting, and has asked that the final decision will be taken by SCDC’s Planning Committee.  Even if you objected before, please have a look at the revisions, and if your points still stand, do let SCDC know that. The second is for the development of a “Retirement Village” on land owned by Hain Daniels at the end of Home Close.

The closing date for objections is February 8th – but there’s a lot to read, and four people have already registered their concerns. HIHub (https://www.hihub.info) will be running the first of a couple of articles on this today (14th Jan).

Have your say! – Kendal Court Planning Application

A planning application (20/03742/FUL) has been submitted to South Cambs District Council for the construction of flats at the former Anglia Fireplaces site. If you wish to comment on the plans, you have until October 21st. The Parish Council will also be submitting their comments, with the Planning Committee recommending refusal.

 

Local Plan “Call for Sites” list published

The Greater Cambridge planners have today published the list (and an interactive map) of sites submitted as having potential for development, following the recent “call for sites”. This is an initial step required in the formulation of the next Local Plan for South Cambridgeshire and the City.  It is an extensive list, the publication of which is required by law.

Over 600 sites of varying sizes were submitted across South Cambridgeshire and Cambridge City. These sites have not yet been assessed or filtered in any way, and therefore have no planning status. It is a wish list created by landowners and developers of potential sites that may be used in the plan making process. But first South Cambridgeshire and Cambridge City have to decide on what spatial strategy to use to achieve the multiple objectives presented in the First Conversation consultation.

There are many sites in Histon and Impington, demonstrating the attractiveness of the village to developers. The largest is, of course, the land to the east of Impington forming the bid by Trinity College to expand the Science Park. There are many others, some just big enough for a few houses, some much larger, as well as potential commercial sites. For the current Local Plan, less than 10% of the submitted sites were selected, and only a small number of sites on this list are expected to be selected for inclusion in the draft Local Plan.

The Greater Cambridge planners are now starting to assess the evidence that will help weigh up the different spatial strategy options that will then guide any decisions about suitability of the proposed sites. Planners have been gathering evidence on transport, jobs, housing numbers, water availability, zero carbon and biodiversity implications to make those assessments. That evidence should be available in October/November. One or a mixture of spatial strategies will be proposed based on that evidence. These spatial strategies include: densification of existing urban centres, adding to existing villages, building along public transport corridors, alongside public transport hubs, developing in the green belt, creating new towns and villages etc.

Sites will then be assessed according to the spatial strategy being proposed. We would expect many of them to be dropped after that process – but some are, of course, likely to be taken forward into the draft Local Plan.

As with previous Local Plans, the Parish Council would expect to register its views on any such sites, so as to ensure that any and all developments in the village bring benefits to all.

The Parish Council has produced the Neighbourhood Plan, and worked with SCDC to produce the Village Design Guide and all sites that do get through to the Local Plan will be required to fit with both of these.

Trinity launch bid to expand Science Park

Trinity College, which owns the Cambridge Science Park, has launched a bid to expand the park onto land in Impington. The designated land, currently owned by Chivers Farms Ltd, is the farmland bounded by the guideway, Butt Lane and behind developments on New Road and Milton Road – all to the north of the A14.

Plans to date are for approximately half the land to meet a demand for space for businesses currently unmet at the Science Park. They are anticipated to be in light engineering and manufacturing rather than research.

The remaining land, surrounding the development, is proposed to become a country park.

This site has come forward through the Local Plan “call for sites” process. It hasn’t been assessed in any way by the Greater Cambridge Local Plan team, and consequently there is no change, as yet, in its status.

Parish Councillors are grateful for earlier confidential briefings on these plans, and recognise that there are both positives and negatives. Traffic management is an obvious concern, and is something that the developers have started to work on. The country park will provide extra open space for the community, and associated opportunities for additional recreation and leisure facilities at the Recreation Ground and Impington Village College.

Even though these plans are at the very earliest of stages, the Parish Council has set up a group to lead the Parish Council review and response to this development and seek to get the best possible outcome for the community if the development  does get the go ahead. The group has already started to look at the traffic issues.

The Parish Council will, of course, work with local stakeholders, the developers, the Greater Cambridge planners and the wider community and will ensure that due process is followed.

Cambridge Waste Water Treatment Plant Relocation – Have Your Say!

Thank you to all who have already responded to the consultation on the proposed sites for Cambridge Waste Water Treatment Plant Relocation Project. Thank you also to Parish Councillor Chris Jones and the Chivers family for giving permission to access their land for the organised walk on Saturday to take place allowing both Councillors and residents to view the plot being proposed and talk through the implications.

Temporary Car Park Closure, School Hill

An underground services survey will be taking place at the School Hill complex car park from 9pm on Monday 3rd February to 4am on Tuesday 4th February.  As vehicles interfere with the readings, a banksman will be on site preventing vehicles accessing the car park from 1pm until 9pm on Monday 3rd February.  Contractors will be working ‘back to front’ to clear cars out so it is empty at 9pm for surveying to take place.

Greater Cambridge Local Plan Issues and Options – Upcoming Consultation in January 2020

We have received the following consultation details from Greater Cambridge Shared Planning:

It is a very exciting time for Cambridge City Council and South Cambridgeshire District Council, with work underway on a new joint Local Plan that will affect the future of Greater Cambridge over the next 20 years.

The Councils are preparing to carry out a public consultation called: Greater Cambridge Local Plan – The First Conversation.  The consultation will start the conversation about the kind of place we want Greater Cambridge to be in the future. It will explore the ‘big themes’ –climate change, biodiversity, social inclusion and great places – that will influence how homes, jobs and infrastructure are planned, and where growth might go.

Our consultation will run between 9am Monday 13 January and 5pm Monday 24 February 2020. 

We want to hear as many views as possible about what the Councils should include in the next Local Plan.

During the consultation we will be taking a pop-up ‘roadshow’ to places around the area including shopping centres, schools, community centres and other places where we can reach out to as many people as possible, making it easy for you to spend a few minutes finding out more and sharing your views. Our current list of events is attached here, you will also be able to find out more when we launch our dedicated Local Plan website in the New Year.

We will also be holding a ‘Big Debate’ on the evening of 18 February, where we are inviting local groups to share their ideas about what should be in the Local Plan, in a fun, provocative and lively public event. Notification of Planning Application – Land to the South of Milton Road

We have received formal notification from South Cambridgeshire District Council, the application submitted by Flagship Housing Group Limited for the land to the South of Milton Road is now validated and the consultation period is open.

Proposal: Outline application for planning permission with all matters other than access reserved, for the development of up to 50 residential dwellings and a Community Park to provide recreation and leisure facilities, including a community building and associated works

Waterbeach Waste Recovery Facility

Amey is proposing to develop a new waste treatment facility at its Waterbeach Waste Management Park.

Further to the initial planning application submitted in December 2017, new documents focusing on environmental information have been submitted and available to view and comment. The new additional environmental information documents are prefixed:

“SUBDOC2 2018 04 25 Regulation 22” (followed by their description)

The closing date is midnight on 29th May 2018.

Supermarket, shops and library site at School Hill/High Street Histon

The Parish Council has recently been briefed by the new owner of the site and can advise that:

  • The green space currently there will be kept and will be improved
  • There is a desire to improve the look of the area
  • It is planned for retail and library provision to be retained on the site
  • There will be no significant extension of the footprint
  • The intention is for 2 floors of residential development above the retail
  • The initial proposals we have seen are largely compliant with the emerging Neighbourhood Plan for Histon & Impington
  • Parking provision will be carefully considered
