Road Safety, Parking and Traffic Management at Histon and Impington Park School

Ros Hathorn, Edd Stonham and Yvonne Murray have been talking with Mr Jonathan Newman of Histon & Impington Park School about the traffic at the new school in Glebe Way, Histon.

The school have been asking parents and carers at the school to contribute to their traffic and travel survey.  168 responses have been received which will feed into their school travel plan. All parent contributions have been shared with the Local Authority and subsequently Highways.  All emails from local residents have also been passed on. An additional Road Safety Audit was requested by the school and they are currently awaiting the final report.

There has also been discussion on how to improve travel to the school and the need for parking.  Edd Stonham of Greenleas Estate Management Ltd has been working with residents and parents to highlight the need for considerate parking at the school.  Yvonne has had the pleasure to work with Edd, Mr Newman and the School Eco Group to put up signs on Greenleas Estate, prepared by the school children, about where not to park.

Attached (click here) is the letter sent by Mr Newman to Parents and also the issues mentioned above in this post for your consideration.  Please do take a look at the suggestions and issues raised and add your comments to this post.   Please prefix each of your comments with ‘Road Safety:’ or ‘Parking:’ so we can identify and consider the action needed to address your concerns.

As you consider items you wish to add, please note the table of suggested improvements now confirmed by Mr Newman is very specific. Broad issues are difficult to resolve, except in terms of requesting a lower speed limit.  If there is an issue, for example, with a dropped kerb or driveway, if you can give specific details e.g. about the location that would be most helpful.

You will see that the village Speedwatch Volunteers have also been at the school identifying issues around speeding and sending letters to those where speeding issues have been identified.

A lot of work has been put in by the School, residents and parents to highlight the issues and to look at action needed.   After considering all your comments, Yvonne will look to set up a meeting after half-term with Ros Hathorn for the public to raise any questions.

 

Further work at the Brook Tuesday 25th May

South Cambs District Council’s team will be working at the Brook at about lunchtime on Tuesday 25th May so please keep the area as clear as possible. They will be putting more silt into the new beds, and then later in the year the Parish Council will be sorting out planting areas and plants for the new beds.

 

HICovid19 digest (23 May 21)

It’s nothing to worry about but the infection rate in Histon and Impington has been back up to three before returning to the white zone. That’s a total of less than three new infections over a seven day period and that last such period was up to and including 18 May 21. Across South Cambs the rate remains low and we’re just seeing odd infections here and there with wards moving in and out of the white zone.

Elsewhere the situation is of course largely good but with some cause for concern because of the ‘Indian variant’ which seems to have established a position in Bedford. This rather suggests that we should not visit it for the time being not so much because of the risk of contracting Covid per se but of bringing the strain into our community.

The Indian variant notwithstanding and whether or not the next phase of release from lock down is delayed you’ve got to believe that we are getting on top of the pandemic nationally. With Covid cases in hospitals way down, high levels of vaccination and readily available testing the indicators continue to be positive. At least the pressure is now largely off the NHS for which we can be thankful.

Our GP surgeries have served us well. They have continued to be accessible and they have run the vaccination program incredibly well. However we need to be mindful of the pressures under which they continue to operate so:

  • Please do not add to their workload by calling for help with ailments which you really should treat yourself. Remember that GP time is a scarce resource and we should not waste it; and
  • Please be patient as they continue to roll out the vaccination program. It may be frustrating to have to wait but trying to jump the queue doesn’t help anybody.

Most important though: if you are in contact with our surgeries be nice to them!

Lots of us have now self-administered a ‘lateral flow test’. Kits are freely available at pharmacies and it’s worth having a box to hand and doing a test if you are about to participate in a large gathering and/or have just been to one. It’s not compulsory but it’s not a bad idea.

Annual General Meeting of Histon & Impington Parish Council

Histon & Impington Parish Council held its Annual General Meeting on Tuesday 4th May, draft minutes from the meeting can be read here.

Noting the change of legislation to remote meetings for Local Government,  no formal meetings of Council will be held on Zoom. Delegations have been approved for Officers working with Committee Chairs to ensure approved projects can continue. Committees will meet in an informal workshop format on Zoom until it is safe to meet in person. The next meeting of Full Council is scheduled 21st June which will be held in person and will review the delegations and establish a safe way of meeting. The venue for this meeting is yet to be confirmed.

Items of note:

  • Re-election of Chair, Denis Payne and Vice Chair, Yvonne Murray – congratulations!
  • Welcome back to Cedric Foster – co-opted  during the meeting. Cedric joined the Highways and Employment Committees and continues his role as Highways Liaison Officer
  • Agreement to a 12 month extension for the footpath in the Play Area linking to the Junior School. A review of usage and the impact to the Play Area and the Village Green will be undertaken during the next 12 months.   • Council expressed continued support to ensure acquisition of Long Meadow and Croft Close open space
  • Last meeting with County Councillor David Jenkins who is not standing for re-election. Members thanked David for his support and work in the villages over the last 16 years

 

HICovid19 digest (11 May 21)

The infection rate in Histon and Impington has been ‘white’ for several days now. Neighbouring villages are also white and the overall rate for South Cambs has gone down enough that on the NHS map it’s now showing as yellow. That’s all round good news which rather suggests that we can enter the next phase of the release of lockdown with some, albeit cautious, confidence.

Next Monday (17 May 21) sees us entering this next phase and the headline changes which are most relevant for us are:

  • people will be able to meet indoors in groups of up to six or as two households, or outdoors in groups of up to 30 people;
  • pubs, cafes and restaurants will be able to serve people indoors but social distancing rules continue to apply and it’s still table service only. If you do use these businesses please obey their rules. They are there for a purpose!
  • adult sport and exercise classes can resume indoors; and
  • pupils will no longer be expected to wear face coverings in classrooms. Twice weekly home testing will remain in place.

Note that although the rules on hugging and social distancing have to some extent been relaxed and are left to individual discretion it is still compulsory to wear a face covering when in shops and in many other indoor circumstances.

Our businesses continue to respond. The King Bill is reopening (for outside service this Wednesday, 12 May 21) and the Histon Smokehouse (aka the Urban Shed) will reopen on Tuesday. We will have to wait a little longer for the Indian Ocean which is redecorating although it is still offering a takeaway service.

So it’s all good news then but we do need to be wary. It’s often the case when restrictions are eased that developing problems become manifest. It’s accepted that there’s been a build-up of mental health issues within the population and this will not go away just because lockdown is easing.

The fact that many of us will be so visibly normal and appreciative of the new rules may make it harder for others to cope. They may have suffered under lockdown and see no prospect of improvement. We all need to recognise this phenomenon and be sensitive to the needs of those friends, colleagues and neighbours who might remain ‘in a bad place’.

Neighbourhood Plan Result

After several years of hard work by Parish Councillors and residents of our villages, the Neighbourhood Plan reached its final stage on Thursday 6th May, the referendum stage, and we would like to say a huge thank you to all those who voted to adopt the plan. The Parish Council Planning Committee can now reference the plan in our responses to complex large developments, and it will help us to engage with developers.

The Parish Council intends to keep evolving the plan via future editions in order to keep pace with changes, but with this plan in force we have a solid baseline for the next update.

Our thanks go to all who helped to create the Plan in all its versions, and we thank you, as residents, for helping us to get this plan through.

 

Bike Events – Cambridge 100/60/35 mile Charity Cycle Ride

Bike Events are once again organising the Cambridge 100/60/35 mile charity cycle ride.  The ride will take place on Sunday 23 May 2021, starting and finishing at Impington Village College.

The ride will start between 7am and 9.30am, with riders leaving in small groups between these times and returning throughout the afternoon.  The event itself will close at 6pm.

The ride is held on the open road with permission from the local Highways Authority and notification of the local Police and statutory bodies.  The route will be fully signed and marshaled with support services provided by professional first aiders and cycle mechanics. All Covid guidelines will be followed and this has been agreed with the local Safety Advisory Group.

HICovid19 digest (24 Apr 21)

The good news is that the group of four infections which Histon & Impington recorded a week ago has now slipped out of the calculation of our infection rate. It now stands at 3 and in terms of the infection per 100,000 inhabitants it’s now at about the same level as South Cambs in total.

The bad news is that the infection rate in Cambridge has gone up quite a bit and this even merited an item on Anglia News the other night. The Director of Public Health explained it in terms of increased social contact and if you’ve been into the City recently you can understand what she means. With the fine weather and the opportunity to visit ‘non-essential’ shops people have turned out in numbers and this has had an impact.

We can’t affect what others do of course but we can do our best to ensure that our community is protected. That means being wary about going into Cambridge and consciously avoiding busy shops and the like and observing the basic rules wherever we are: hands, face and space!

Local behaviour is largely very good and it’s a pleasure to be able to enjoy our local pubs and non-essential shops again. Our pubs are doing a great job in serving us outside, even though it’s still a little on the cold side, and we thank them for it. We note that although the King Bill is not yet open it’s nonetheless supporting several food stalls during the week and that the Urban Shed is gearing itself to reopen as the Histon Smokehouse in May.

It’s worth reminding ourselves, and repeating what we’ve said before:

  • Follow the house rules. Pubs etc must confirm to strict Covid guidelines and that’s why they impose rules about what we must do in order to enjoy their hospitality. Don’t question their rules, just enjoy the beer.
  • Don’t flaunt your jabs. Just because you’ve had one or both vaccinations doesn’t guarantee that you’re immune. You must continue to follow the basic rules: you may still catch Covid (albeit less seriously) and you may still be a transmission risk.
  • Be tolerant, and mindful, of others. Relaxing the rules is not compulsory and some may choose not to. Respect them. Continue to observe hands, face and space and give others confidence that you understand how they might feel.

There’s been much reporting of the impact of lock down on people’s mental well-being. This may become apparent over the next weeks so please let’s all be mindful of our neighbours and colleagues, friends and family. We’ve said it before: if you sense someone’s a bit down, feeling glum or unnecessarily anxious give them a chance to talk about it. Finance & Administration Committee

At its meeting this week the Finance & Administration Committee considered a request from Camel Projects, developers of the School Hill site, that it be allowed to lease a small part of School Hill Garden. This would enable the expected tenants of the adjacent unit to lay a patio and thereby to provide outside seating for their proposed business. It is understood that this business would be a specialist bakery and coffee shop and the Committee considered the request mindful of the impact it would have on other businesses in the High Street. However its opinion is that it would complement them and would add to the diversity of the High Street’s offering. It therefore approved the request and will negotiate an annual rent and other conditions with Camel. Camel has already offered to take on the responsibility of keeping the whole garden litter free.

The Committee noted that it is Camel’s responsibility to apply for and secure necessary planning permission for the patio.

At the same meeting the Committee approved a request from the St Andrew’s Centre to extend its outdoor service to include tables on School Hill Garden. The Committee agreed that Camel should be asked to move/remove its fencing to maximise the space available as soon as possible.

 

Steve Campin celebrates 40 years of service

Earlier in the year, 23rd March 2021 marked the 40th anniversary of Steve Campin joining the Parish Council as Groundsman of the Recreation Ground, a date he himself had kept very quiet about. Due to the current restrictions, we cannot celebrate the occasion properly, so we will arrange a get together for everyone on the Parish Council and their partners to say a proper Thank you at some time in the future.

In the 40 years Steve has been with the Parish Council, we have seen our Recreation Ground grow in both size and quality, providing Histon & Impington residents with some of the best pitches in the county, mostly due to Steve’s efforts and dedication, and many footballers and cricketers will confirm their praise for the excellent facilities Steve helps to provide week after week, and year after year, with the help of the other ground staff.

As we increase our partnerships with IVC, Histon Football Club, the sports teams and the wider community, Steve’s presence and leadership will be key to making any new initiatives work.

Neil Davies, Chair of the Recreation Committee commented:

“The community is truly indebted to you for your service and commitment to the Rec and countless thousands have enjoyed using the facilities. What is remarkable is that your enthusiasm remains as consistent as ever and we both share a passion for the Rec. I can recall a number of darker days with projects and you always told me to soldier on. I always know when to heed your advice and wisdom- there have been quite a number of occasions when it was very wise to do so.

It is also a strength of yours that whenever we may have had different views we have always been able to find middle ground and thank you for that flexibility. Thank you Steve for your work, commitment, wisdom and humour!”

The Parish Council as a whole would like to say a big Thank You to Steve, and we look forward to celebrating with you when we are able.
