Parish Council secures £250k funding from County

The County Council’s Economy and Environment Committee confirmed the allocation of £0.25M for two schemes to improve the infrastructure in Histon and Impington.

One scheme is to make some improvements to the junction at The Green, including facilities for pedestrians and cyclists. The second concentrates on the approach to the A14 roundabout, and was given a maximum 10 out of 10 in the evaluation by the County as it will improve the flow for buses and facilities for pedestrians and cyclists.

These schemes were proposed by the Parish Council when funding became available from contributions put aside by large developments to improve the infrastructure in the area (known as Section 106 money). It is a paradox while often there is no funding available, when funding becomes available proposals must be ready to go; securing this funding already represents at least two years work by the Parish Council and the Highways Committee. The work just completed at The Coop and Green were funded by a previous round.

Details of what will be implemented will now be worked on, with work expected to be complete within the next two years.

A further tranche of money (£10k) was assigned to investigate how to improve facilities for cyclists along the Histon Road, after a proposed scheme was rejected last year.

110 bus service to Ely: saved and improved

The weekly 110 bus service to Ely will continue to run and, from 3 Nov 14, will run twice a week, on Saturdays as well as Thursdays.

Click here for a copy of the timetable. Note a modification to the route: the service now runs via Rampton. Note also that it will no longer be run by Freedom Bus but by Lords Travel of Ely.

This service has been under threat for some time because it is a subsidised route and the County Council decided to withdraw all subsidies some time ago. However a determined campaign has protected the route and it will now run twice a week.

As usual this will be held in the Community Room on the Recreation Ground, New Road, Impington, starting at 7.30 p.m.   Refreshments are available from 7 p.m. onwards

After a series of meetings with Speakers and decisions on interesting schemes coming forward, this agenda is somewhat more operational but nevertheless you are invited and very welcome to attend.

As usual, there is a 15 minute slot at the start of the meeting for members of the public to address the meeting in relation to any matter on the agenda.

 

Carriageway Resurfacing – B1049 Histon & Impington and Station Road, Histon

The following letter has been delivered by the County Council to residents who will be directly affected by the upcoming carriageway resurfacing.

“We will shortly be undertaking work to improve the road surface on the B1049 from the village green in Histon to New Road in Impington. The work will commence on the evening of Friday 17th October 2014 and is planned to last for approximately 4 weeks.

It is anticipated that there will be two weeks of carriageway resurfacing most of which will be undertaken using temporary traffic signals during off peak day time hours. There will however be road closures affecting the B1049 on Sunday October 19th and 26th.

As the work progresses along the B1049 it will be necessary to shut the junctions with the side roads in order to facilitate the work. The duration that each of the side roads is closed will be kept to the minimum. Diversion route signing will be provided when road closures are in place.

Following on from the resurfacing work there will be a further two week period where road markings and anti-skid surfacing will be laid and the detector loops for the traffic signals will be reinstalled in the carriageway.

We also intend to close the Station Road junction, adjacent to the Co-op on Sunday October 19th to facilitate resurfacing of the carriageway following on from the recent junction improvement scheme. As previously stated the B1049 will also be subject to a road closure on this day but the two roads will not be closed at the same time, the contractors will move from one road to the other.

Whilst we will endeavour to keep to our programme it is a fact that inclement weather can affect progress so it is possible that the work may extend beyond the four week period. We will strive to keep disruption to a minimum but would ask for your forbearance during the work.”

Cambridgeshire Cycle Challenge 2014

The Cambridgeshire Cycle Challenge 2014 will run from Monday 15th September to Sunday 12th October. It is being run for Travel for Cambridgeshire (TfC) and Cambridgeshire County Council by PleaseCycle and local company Outspoken Cycles. It’s objective is to encourage companies to get more of its employees cycling. Click here for more information and to sign up.

 

County Council budget consultation

In the same way that the football season seems to start earlier every year the County Council appears to begin its budget process ever earlier as well.

It’s just announced its budget consultation. Remember the budget will be set in February and run from April 2015. It has said:

It’s going to be a tough budget year again as reductions in the government grant and limitations on increases in council tax will mean that services will have to be cut or, as a minimum, done differently.

 

Changes to Guided Bus timetable

Stagecoach has advised the following changes effective 1 Sep 14

06:49 journey between Brampton and Cambridge now ends at Regent Street, not rail station (A)
07:02 journey between St Ives and Cambridge now ends at Regent Street, not rail station (A)
New 08:18 and 08:33 journeys between Oakington and Cambridge rail station (A)

It’s difficult to understand why the first two connections are being cut but the new services starting at Oakington are good news.

 

Community Highways Projects

Histon & Impington Parish Council would like to encourage and support community groups to consider applying to the County Council’s annual Minor Highways Improvements scheme. This is an opportunity to suggest thought through schemes with up to £10, 000 funding (a 10% contribution is required).

The Parish Council is working on a short-list for its own submission, including various further improvements to the central area’s safety and ‘street-scene’; but is happy to advise, co-ordinate with and support another group developing a proposal.

Last year, with support, the new St Andew’s Centre (StAC) had their submission accepted and the scheme is nearing public consultation.

“Cambridgeshire County Council is again giving local communities a chance to have a real voice in deciding on highways improvements in their area.

The Council is inviting communities to apply for funding which has been made available for the next financial year, and parish councils, community and residents groups and charities are all eligible to apply.

Successful projects will be those providing highway improvements that benefit the local community. For example, better signing and road markings, pedestrian improvements, parking controls or dropped kerbs.

Applicants can seek up to £10,000 as a County Council contribution to their scheme with an expectation that they will provide 10% or more of the overall cost. The County Council is also offering loan facilities for those who wish to spread their contribution over 2 or 3 years.

The scheme is part of the County Council’s move to help communities deliver projects that make a real difference in their local area but would not normally be funded elsewhere.

Cambridgeshire County Councillor Roger Hickford, Chairman of the Highways and Community Infrastructure Committee, said: “Local people are the real experts in knowing what they need in their area. This funding gives communities a real say on what they want and make sure it is delivered. We hope they grasp the opportunity for them to put forward ideas for improvements to the highway network that will benefit everyone in their area and to work in partnership with the county council – it’s localism in action.”
