Environment Committee News

A meeting of the Environment Committee was held in October.

Items worthy of note include:

  • Daffodil bulbs are being purchased, and the enviro.vols have offered to plant them around the villages. If you are interested in helping the volunteers with their work, please contact Pene Nudds at enviro@hisimp.net
  • A call from Cambs County Council for Winter Gritting Volunteers. Any interested resident is encouraged to contact the Parish Council for details on how to volunteer for this important role in gritting key footpaths in the event of snow or frost predictions. Unfortunately Histon & Impington have lost their 2 volunteers from the last couple of years who are no longer able to commit fully to the scheme.   • Work continues on the Action Plan for 2016-17, with the proposals set to be reviewed by the Finance Committee in December. Ambitions include:
  • Enhancement of the Brook
  • Fencing and improvements project for Doctors Close Play Area
  • Cultural development for Homefield Park and the Crossing Keeper’s Hut
  • “Keep Our Village Clean” campaign

October Full Council

Full Council was held 19th October, the third Monday monthly as usual.

We were joined by 2 residents wishing to be considered for co-option to vacancies on the Council and were able to fill one of them.   Andy Butcher of Nun’s Orchard, Histon was duly co-opted to serve until the next elections in May 2016. The second and final vacancy will be filled as soon as the procedure for co-option allows

Other items worthy of note include:

  • The Public Art Working Group is to meet to discuss new ideas coming forward , including a project to site a “Flexible Open Space” a Murano glass inspired pavilion (see illustration) which has been offered to the Council following a successful application. Existing ideas for a BT Phone kiosk adoption and an organised Graffiti Scheme are also on the agenda
  • The Council resolved to apply for the Foundation Award under the Council Awards Scheme, which involves a high level of transparency of the Council’s work, with specific items kept up to date and available on the website
  • The Sustainability Working Party has been successful in obtaining a £500 grant from GlaxoSmithKline towards their work. This will be earmarked for spend on the allotment work
  • A draft Emergency Plan for the villages was accepted in principle and will be improved and taken forward

Draft minutes are available on the website. The next meeting is due to take place Monday 16th November, and then not until 18th January 2016. All meetings of the Council are open to the public

 

Street Lights News

The County Council has a program to cut its costs because central government has reduced the funding for local government. As a part of this program it is proposing to switch off or dim street lights across the county between the hours of midnight and 6am.

The Parish Council has considered this and, given that the lights will only be switched off at times when people are at home and that research on the impact of such a change on crime is equivocal, decided not to challenge this.

It has made one exception and that is for lights which illuminate walkways where there is deemed to be a risk of injury if they were otherwise completely dark. The Parish Council has asked that such lights be dimmed and not switched off completely.

The Parish Council recognises that some residents may prefer better lighting through the night and suggests that the use of PIR lighting on individual properties would be a good way to respond to this.

(Note: not all lights in the Community will be switched off or dimmed. Lights on main roads and at junctions will remain lit. And many lights have not been fitted with the new controller technology and so must remain lit despite what CCC would like to do).

 

Budget Planning Consultation – Cambridgeshire County Council

We have received the following information from Cambridgeshire County Council:

Cambridgeshire residents are being asked to tell us their views on what they feel our priorities should be for the coming year. The consultation process consists of the following:
Online survey
– Community engagement, attending local events across the county
– Business engagement, attending local events and meetings
– Service user dialogue, communicating with established support groups across the county.

We have developed a video outlining the challenges we face and the steps you might take to assist us in managing the budget cuts we are facing whilst maintaining essential services.

The information you provide us will feed into our annual business planning process.

 

Histon and Impington Fireworks Extravaganza 2015

This year’s Firework Extravaganza will be held on Saturday 7 November at Impington Village College.

Advance tickets are now on sale through the schools and at a range of village shops – Tucker Gardner, Daisy Chain, Histon Chop Shop, the Geographer, Station Stores and D:Licious.  Advance tickets are cheaper and you’ll avoid queues on the night.

Gates open at 6pm with the fireworks at 7pm.  The Junior School PTA will be selling hot drinks and fabulous home made cakes and the BBQ and hog roast run will be run by David Robinson.  There’ll also be a small fairground to keep young children amused.

We’re grateful to our lead sponsor, Tucker Gardner, and the sponsorship and support of Limetree, Brookfield Groundcare, The Red Lion, and Enterprise Hire .

The show is one of the most exciting in the region, and raises money for the three schools in the village, so come along on 7 November and enjoy a local, family-friendly show.

 

Vacancies on the Parish Council

There are currently two vacancies on the Council caused by resignations. We hope to fill both roles by co-option at the next Full Council meeting to be held on Monday 19th October

If you would be interested in this co-option opportunity, which will be for a 6 month period until the election date next May, please email a few details about yourself and your interests and reasons for wishing to join the Parish Council in order that the existing members can consider the applicants on Monday. Send your details to clerk@hisimp.net or , if you prefer, drop off any letter at the Parish Office before 4 p.m. on Monday.

You would be required to attend the meeting at the Community Room at the Recreation Ground, which will start at 7.30p.m., see agenda here. Refreshments are available from 7p.m.

Our Older Person’s Co-Ordinator for Histon & Impington has sent us details of an interesting presentation and Q & A session coming up in Impington.

The presentation will be held on Thursday 3rd December 2pm – 3pm in the Community Room at Histon & Impington Recreation Ground and its FREE!

Streetlighting Energy Saving Consultation – will you be in the dark?

Cambridgeshire County Council are consulting on a part night lighting system for County Council owned streetlights in order to make further savings due to reduction in Central Government funding.  The scheme would increase the current period of streetlight dimming (8pm or 10pm until 6am) to all times, and would mean turning off  lighting not on main traffic routes between midnight and 6am.  Most of the columns identified for Impington are located in the King’s Meadow area of Impington

New Season of Committee Meetings

Following a break during August, when normally the only Council meetings to take place are Planning Committees, the first meeting took place on 1 September being the Environment Committee

The Chairman of the Committee is Cllr Derek Marston and it is clerked by Angela Young. The Committee meets every second month or when there is business to discuss

Members came out in force and we were also joined by representatives of the Sustainability Working Party and HICOP (Community Orchard) who gave updates on their groups

Items worthy of note include:

  • Installation of a new dog bin in Manor Park
  • Orchard Juicing date for 3 October
  • Big Tidy Up supported by the Parish Council for the coming weekend
  • Initial work on an Action Plan for 2016 – 2017

Cottenham Parish Council – Public Meeting Tuesday 1st September

Cottenham Parish Council will be holding a public meeting on Tuesday 1st September at 7.30pm in the Main Hall at Cottenham Village College for residents to attend and comment on the outline planning application by Gladman Development for 225 houses + 70 care homes on land off Rampton Road, Cottenham. The proposal may have a direct impact on neighbouring parishes from the amount of extra traffic generated in peak times. They are keen for residents from other parishes to attend and comment on the proposals.

There will be a brief introduction by the Parish Council along with a Q&A session for residents to put forward their views.
