Parish Council Annual General Meeting

A different meeting this year – nine new Councillors, new Committees, new roles – so whilst being very administrative, so very different.

With the lifting of COVID restrictions, the session started with time for new Councillors and old to meet and talk over refreshments, with extras brought in by Councillors.

The meeting started with electing the Parish Council Chair and Vice-Chair. Neither position was contested, and Denis Payne was elected as Chair, with Yvonne Murray as Vice-Chair.

Because of the Council’s rules (“Standing Orders”) this would be Denis’ last year as Chair, and he took the opportunity to welcome new Councillors, and look forward to an exciting year that had started with the Annual Parish Meeting that was distinctly different, exciting, and interesting.

Having confirmed the critical appointments of Proper Officer (Chelsea O’Brien) and Responsible Financial Officer (Theresa King) the meeting moved on to electing Councillors to the new Committees. These Committees have started afresh with the new Council and are structured to better match community needs,

Wellbeing, Recreation & Leisure Committee attracted the most volunteers, both from new and existing Councillors. The Committee replaces the previous Recreation Committee with a wider remit. It includes Youth engagement, and a new Councillor brings specific expertise in that area.

County Councillor Ros Hathorn shared her annual report. In addition, following her blog on County’s plans for road surface treatments, she reported that sorting out the problems of New Road (IVC) was still a possibility. All the new District Councillors attended the meeting, Pippa Heylings, Martin Cahn and Sunita Hansraj. Cllr Heylings reported that South Cambridgeshire is leading and welcoming and homing of Ukranian refugees.

 

Zero Carbon Community Green Connect: “Engaging Communities on Climate Change”

We are pleased to announce the next instalment of the ZCC Green Connect: “Engaging Communities on Climate Change”, taking place from 7pm to 8.30pm on Wednesday 18 May. Tickets are free and available online here.

Come along for this exciting talk on how to engage people on the climate emergency, exploring how best to get people on board with making changes in their lives to tackle climate change. Katie Williams from UK Youth Climate Coalition and 2G3S gives a talk on their research into why some people struggle to engage with the climate movement.

 

Histon and Impington Annual Parish Meetings

Annual Parish Meetings are not Parish Council meetings, but is an opportunity for you to ask questions that concern you about life in our villages.

The Annual Parish Meetings for both Histon Parish and Impington Parish will be held concurrently and convened by Denis Payne, Chairman of Histon & Impington Parish Council. Guest Speakers at this meeting include: Histon & Impington Green Spaces, Histon & Impington Skatepark Project and Community Land Trust (CLT)

Solar Together Cambridgeshire

If you are thinking about solar panels and/or battery storage systems, you may be interested in the Solar Together Cambridgeshire group buying scheme.

Run by Cambridgeshire County Council in partnership with the Cambridgeshire district councils with the aim of helping the county in our journey to net zero carbon emissions, this is second time the scheme has run in Cambridgeshire.  Almost 1,000 households, including a good number in Histon and Impington,  benefited from the initial scheme which completed last year.

How does it work?

  • Register online – for free and without obligation.  You fill in the details of your roof like size and position.
  • An auction is held with pre-vetted installers submitting bids.  The more people register, the better the deal for each household.
  • From 4 April you will be emailed a personal recommendation based on your registration details.  This includes the costs and specification of your solar panel installation and the option to add battery storage.
  • The decision is then yours as to whether you want to accept your offer.  There is no obligation to continue.  You will have until 13 May to decide.
  • If you accept the offer, the winning installer will contact you to survey your roof and set an installation date.  All installations are planned to be completed by the end of October 2022.

The auction has already taken place on 15 March, but it’s not too late to register though you need to do so by 3 April.

Elections Just Ahead!

Elections for the new Council will take place on 5th May 2022!

The Notice of Election was published on 28th March, opening the nomination period for candidates. There are 8 places for Impington candidates, and 11 for Histon. Nominations must be submitted by hand to South Cambridgeshire District Council at Cambourne before 4pm on 5th April.  You will need a nominator and seconder from the Parish and appearing on the Electoral Roll to qualify. If insufficient candidates come forward to fill the 19 places, there will be no election but if more than 19 are nominated there will likely be a formal election, except if withdrawals are received within a short timeframe.

Histon & Impington Parish Council have made an appointment to deliver all nomination forms received by end of today (31st March 2022) to South Cambridgeshire District Council tomorrow at 8.30am.   If you can deliver your forms to the Parish Office by 2pm this afternoon then we will deliver your completed form on your behalf.

Histon & Impington Feast Funding Applications – Now Open

We have received the following from Histon & Impington Feast Committee:

The Feast Committee want to be able to support local groups, organisations and charities by distributing the funds raised through the generosity of the village during Feast Week.

Stay Clear of The Copse

Our Ranger Team have reported two uprooted Trees in The Copse, New Road, Impington. Please stay clear of this wooded area whilst we work to contact a Tree Surgeon to make safe.

Storm Eunice

Storm Eunice is expected to arrive on Friday 18th and is expected to bring strong winds and unsettled weather.

The strong winds may cause some tree damage in the villages, please be aware of possible dangers walking beside wooded areas when it is windy. There maybe a risk of falling dead wood and in extreme cases trees either fracturing or becoming uprooted.

 

UK Power Networks: Our preparation for Storms Dudley and Eunice

We have received the following from UK Power Network:

As you may be aware, UK Power Networks manages the local power lines and substations which distribute electricity to over 8.3m homes and businesses across London, the South East and the East of England.

Storm Dudley is forecast to have a minimal impact on our network. However, Storm Eunice is expected to arrive on Friday 18th and is expected to bring stronger winds and unsettled weather.

Our electricity network is built to be resilient but strong winds and heavy rain can bring down branches and trees, damaging overhead power lines. Where this happens we work to restore power as quickly and safely as possible.

We have organised for additional staff in our contact centre and more engineers on the ground, particularly for Storm Eunice, to be available to help customers whose electricity supply might be affected by the predicted weather.

Residents will be able to find regular updates and information about individual power cuts on our website www.ukpowernetworks.co.uk . We will also be posting general updates on @UKPowerNetworks .

Anyone experiencing a power cut should:

  • Visit www.ukpowernetworks.co.uk/powercut and type in their postcode to view our live power cut map, with details of individual power cuts
  • Call 105 free of charge to speak to our customer service team, report a power cut or damage to the electricity network
  • Tweet @UKPowerNetworks to report a power cut or to receive updates
  • Visit www.ukpowernetworks.co.uk for the latest updates

We advise people to stay clear of power lines and report damaged power lines immediately by calling 105 free from either a landline or a mobile phone. If they see electricity lines that are down or causing significant risk to the public they should call 999.

We provide extra help to customers on our Priority Service Register during a power cut.  Households with older or disabled people, those with children under five, or where someone uses medical or mobility equipment that requires electricity as well as other reasons can join the register.  You can find out more information about our Priority Service on our website: ukpowernetworks.co.uk/priority .

 

Please Take Care – Sheep Grazing!

Please be aware pregnant sheep are grazing in the Meadow adjacent to the Croft Close set aside.  We have been notified of two instances where out of control dogs have attacked the sheep.

It is important when walking through the set aside, for dogs to be kept under control and on a lead.
