Neighbourhood Plan referendum called by South Cambs

South Cambs District Council has just posted the following:

Notice of Referendum

Referendum on the adoption of the Histon & Impington Neighbourhood Plan

1. A referendum will be held on Thursday, 6 May 2021 to decide on the question below:

‘Do you want South Cambridgeshire District Council to use the Neighbourhood Plan for Histon & Impington to help it decide planning applications in the neighbourhood area?’

2. Applications to register to vote must reach the Electoral Registration Officer by 12 midnight on Monday 19 April 2021. Applications can be made online: https://www.gov.uk/register-to-vote.

3. Applications, amendments or cancellations of postal votes and amendments or cancellations of proxy votes must reach the Electoral Registration Officer at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge, CB23 6EA by 5pm on Tuesday, 20th April 2021.

4. New applications to vote by proxy at this referendum must reach the Electoral Registration Officer at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge, CB23 6EA by 5pm on Tuesday, 27th April 2021.

5. Applications to vote by emergency proxy at this referendum on grounds of physical incapacity or for work/service reasons must reach the Electoral Registration Officer at South Cambridgeshire Hall, Cambourne Business Park, Cambourne, Cambridge, CB23 6EA by 5pm on Thursday, 6th May 2021. The physical incapacity must have occurred after 5pm on Tuesday, 27th April 2021. To apply on the grounds of work/service, the person must have become aware that they cannot go to the polling station in person after 5pm on Tuesday, 27th April 2021.

  1. If we are registered to vote and live in Histon is there anything else we need to do.
    This post does not make that clear.

  2. Good question – and no, if you’re registered to vote in Histon or Impington there’s nothing more that you’ll need to do.

    • SCDC Electoral Services have confirmed: “Those with postal votes will also receive one for the referendum in a separate pack.”

  3. I have another question. I’m not sure where ‘Bypass Farm’ is. On page 86 it suggests it is to the northern edge of the community east of the B1049. On page 137 it is mentioned again and refers to Local Plan Policy SC/1. I found this on page 200 of the LPP and this states that it is west of Cottenham Road. Can you point me at the map that confirms its location? Thanks.

    • There’s always one mistake in a document and you’ve found it. the reference on p86 is incorrect. It is to the west of the B1049 and is just beyond the last house. In version 3 of the plan this was in as its own policy but was taken out because it was redundant. If you go to version 3 there’s a map on p91. Version 3 is also on the hiplan.net website

  4. Further questions, regarding the referendum rather than the plan.

    Q1. Does it need a simple majority to pass, or is there a pre-agreed percentage that has to be reached for it to be adopted?

    Q2. Does it require a majority of those who vote, or a majority of the registered electorate?

  5. David, thanks very much for such a quick reply. Looking forward to seeing and understanding the reasons for holding the referendum

    • The referendum is a part of the process Steve. The plan will become a ‘material planning consideration’ when developer plans are assessed so the referendum is necessary to confirm it’s approval by the community.

  6. This is incredibly frustrating.
    Put a link, a proper URL link to the PDF of the plan at the top of this website;
    Not expect people to go to another website where they might or might not find the current (and not an old) version of the plan
    It’s not too late!

    • I would do so but there’s a limit of 4 MB on uploads to the site. Don’t know why and until that’s relaxed I can’t comply to the request. I will do so then.

    • I have worked out how to link to the plan from this site so there is a link now in the first reference to the plan in the text. It doesn’t seem possible to provide a link to the image.

  7. Thank you to everyone who has been involved in developing the Neighbourhood plan on behalf of everyone in Histon and Impington since 2013. You have done a fantastic job to collate views about the things we all value most about living here, and want to see prioritised as the pressure for change and growth next to Cambridge continues. We need to be both progressive and conservative (with a small c), and this gives us all a voice to balance both of these. Thanks again.

    • Thank you Allison. It’s been a long journey and several people have put a lot of effort into the plan. I’m pleased that you see the balance between being progressive and protecting what’s valuable.
